Duties And Responsibilities

Under the guidance of the DEDI Project Technical Expert and in coordination with the DEDI Project Manager, the Finance and Operations Analyst (NPSA-8) will be in charge of:

Financial Management, Budget Monitoring, and Compliance

  • Prepare and maintain accurate monthly, quarterly, and annual financial reports, forecasts, and delivery analysis for the DEDI project.
  • Monitor project expenditures against approved budgets, ensure timely processing of advances and direct payments, and flag financial variances and risks to management.
  • Ensure all financial transactions are properly authorized, recorded, documented, and maintained in UNDP systems (Quantum) in full compliance with UNDP rules and procedures.
  • Support budget preparation, revisions, and regular financial analysis, including cashflow planning and monitoring of financial exception reports.
  • Coordinate and support audits, spot checks, and financial reviews, including follow-up on audit recommendations and findings.
  • Support capacity-building and day-to-day guidance to project staff and partners on UNDP financial procedures and controls.

Oversight of Implementing Partners and Donor Financial Reporting

  • Monitor financial implementation by implementing partners against financial agreements, approved budgets, and UNDP policies.
  • Review partner financial reports, fund utilization, and financial reconciliations, ensuring accuracy, timeliness, and compliance.
  • Identify financial risks related to partner implementation and contribute to mitigation measures, including participation in HACT micro-assessments as required.
  • Ensure timely and accurate financial reporting to donors and contribute to internal UNDP reporting processes.
  • Support the financial inputs to annual reports, Advisory Group updates, and donor communications, including key financial insights and lessons learned.
  • Provide ongoing financial guidance to implementing partners to support quality, timely, and compliant programme delivery.

Operations, Procurement, and Logistical Support

  • Support procurement and contracting processes (ICs, vendors, LoAs, Responsible Party Agreements) and reporting efforts, in coordination with UNDP Partnerships, Procurement, Operations, HR, and Service Center teams.
  • Lead all DEDI project management in Quantum including managing procurement plans, E-requisitons for the project and tracking progress and implementation.
  • Support recruitment, contracting, and administrative processes for vendors and consultants, including onboarding and contract management.
  • Coordinate logistical and administrative arrangements for project activities, workshops, and missions in Egypt and Denmark, including travel and DSA processing.
  • Maintain complete, accurate, and well-organized project files and documentation in line with UNDP record-keeping requirements.
  • Provide general operational and administrative support to the project team to ensure smooth and efficient programme implementation.
  • Supervise a national UNV to support on procurement and admin related assignments.

Ensure facilitation of knowledge building and knowledge sharing in the CO and guidance to all stakeholders on financial matters.

  • Contribute input to the identification of training needs of project for the purpose of capacity development in finance and operations compliance.
  • Organize and conduct training for project staff on financial management.
  • Assist in providing regular training and technical guidance/advice on audit and compliance matters, including implementation of Internal Control Framework (ICF).
  • Synthesize lessons learned and best practices in finance and operations.
  • Provide sound contributions to knowledge networks and communities of practice.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

The Finance and Operations Analyst will work under the supervision of the DEDI Project Technical Expert and with day-to-day coordination with the Project Technical Expert and the DEDI Project Manager.

He/she will work closely with DEDI project staff, the broader UNDP Egypt team, implementing partners and relevant stakeholders to deliver overall and ad-hoc support to the DEDI Project.

He/she will supervise a national UNV to support DEDI finance, procurement and operations activities.

Required Skills And Experience

MIN. ACADEMIC EDUCATION

  • A professional accounting qualification from an internationally accredited institute of accountancy, and/or Advanced (Masters) University Degree in Finance and/or Accounting is required. Or a first-level university degree (bachelor's degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
  • Candidates with professional accounting qualifications from an internationally accredited institute of accountancy will have a distinct advantage.
  • Candidates with no professional accountancy qualifications, but with degrees that major in accountancy and/or finance must complete the Finance Training and Certification Programme (FTCP), if recruited.
  • Candidates satisfying the two above criteria are exempted from undertaking the UNDP Advanced Accountancy and Finance Test (AAFT).
  • Candidates with MBA or master's in finance with no accountancy qualification but with relevant experience must successfully undertake the UNDP Advanced Accountancy and Finance Test (AAFT) to be eligible for shortlisting.
  • CIPS level 3 is highly desirable for this position and candidates holding this level at the time of application will have a distinct advantage. If the desired certification is not available at the time of recruitment, it should be obtained within one year of recruitment. Candidates holding a CIPS certification at any level below at the time of application will have a proportionate advantage.

Min. Years Of Relevant Work Experience

  • Applicants with Master's degree (or equivalent) in a relevant field of study are not required to have professional work experience.
  • Applicants with a Bachelor's degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in project finance, operations, administration, procurement, or programme support

Desired Skills

  • Experience working with UN agencies, international organizations, NGOs, or donor-funded projects.
  • Experience supporting project budgets, financial tracking, procurement processes, and operational coordination;
  • Experience in project-based financial management and budget monitoring.
  • Experience coordinating with multiple teams and stakeholders in a fast-paced project environment.
  • Experience using MS Excel and standard office software.
  • Familiarity with UNDP or international donor financial and administrative rules, including development partners.
  • Experience with ERP-based financial systems (e.g. Quantum, Atlas, SAP, Oracle).
  • Experience working with implementing partners and diverse, multicultural teams.
  • Experience of IPSAS and/or IFRS.
