Job Description

Job Title: Finance Manager

Location: Riyadh, Saudi Arabia

Industry: Healthcare Services (Diagnostic Imaging, Radiotherapy, Medical Laboratory, Outpatient Clinics)

Reports To: Chief Executive Officer / General Manager

Supervises: Accountants, Finance Officers, Billing & Revenue Cycle Teams

Role Overview

The Finance Manager oversees the full financial operations of a multi-site healthcare organization. The role ensures accurate financial reporting, strong compliance, efficient revenue cycle management, cost control, and financial leadership across diagnostic imaging, radiotherapy, laboratory services, and outpatient clinicswhile supporting the CEO in strategic and operational decision-making.

Key Responsibilities

Financial Planning & Reporting

  • Lead budgeting, forecasting, and financial planning for all healthcare service lines.
  • Prepare monthly, quarterly, and annual financial reports in compliance with IFRS and Saudi regulations.
  • Maintain internal controls, financial policies, and accurate financial documentation.

Revenue Cycle & Healthcare Finance

  • Oversee billing, claims, NPHIES submissions, collections, and revenue recognition.
  • Enhance reimbursement accuracy and minimize claim rejections and denials.
  • Coordinate with insurance companies, TPAs, and government payers.

Cost Control & Profitability

  • Analyze costs per procedure, per test, and per service line.
  • Implement cost-saving initiatives without affecting clinical quality.
  • Monitor consumables, staffing cost, vendor contracts, and equipment expenses.

Compliance & Governance

  • Ensure compliance with:
  • ZATCA (VAT, Zakat, Corporate Tax)
  • Saudi Labor Law (Payroll, EOSB)
  • Ministry of Health (MOH) financial requirements
  • Coordinate with external auditors, banks, and tax advisors.

Cash Flow & Capital Management

  • Monitor cash flow, liquidity, bank facilities, and working capital.
  • Oversee CAPEX planning and financial evaluation of new medical equipment.
  • Support feasibility studies, ROI analysis, and expansion decisions.

Team Leadership

  • Supervise finance, accounting, billing, and revenue cycle teams.
  • Provide guidance, training, and performance management.
  • Ensure team alignment with company financial objectives.

Requirements

  • Bachelor's degree in Finance, Accounting, or Business Administration.
  • Preferred certifications: CPA, CMA, ACCA, SOCPA.
  • 710 years of finance experience, including 35 years in a managerial role.
  • Healthcare finance experience (hospitals, diagnostic centers, labs, clinics) preferred.
  • Strong knowledge of Saudi VAT, Zakat, tax regulations, and insurance billing.
  • Strong analytical, leadership, and communication skills.
  • Fluency in English; Arabic is an advantage.
