Job Description

POSITION FINANCE MANAGER (Preferably in Govt. Dept)

Our client Govt. department in Northern Emirates is looking to hire below position.

RESPONSIBILITIES:

Finance Manager is responsible for planning, developing, implementing and managing all financial related matters in accordance with the organization's strategic objectives. The finance manager should harmonize financial operations, develop effective financial strategies, guide efforts towards financial stability, monitor all financial activities, ensure compliance with accounting regulations, and maintain good relationships with stakeholders.

As a Finance Manager, he has to performs a wide range of responsibilities, these may include, but are not limited to:

1. Managing and overseeing financial aspects and financial systems of the Department

2. Overseeing Accounts Payable, Accounts Receivable, Treasury, Payroll, Financial and Management Accounting functions.

3. Managing and overseeing the cash flow of the company and ensuring it has the appropriate treasury controls

4. Managing and overseeing the company's banking arrangements, treasury operations and investments

5. Reviewing, developing and implementing all formal finance related policies and procedures

6. Preparing forecasts and annual budgets

7. Managing, tracking and financial reporting to executive management in areas of budget utilization and financial KPI performance on a monthly basis

8. Ongoing monitoring and ensuring effectiveness and efficiency of departmental budget utilization

9. Managing the financial reporting of the organization. This includes financial reporting, budgeting and forecasting, financial plans and all statutory financial reporting.

10. Presentation of financial results and insights to the Management.

11. Providing sound financial support and insights to enable the Management to make critical business decisions

12. Liaising with stakeholders, providing advice and progress reports

13. Managing the External, Internal and Government Auditor relationship and ensuring the organization is compliant with accounting policies, procedures and standards

14. Overseeing commercial decision making from tender analysis, margin analysis, pricing analysis etc

15. Provide assistance in Costing and pricing of current fees and new services.

16. Responsible for operational planning in line with departments strategic vision and objectives.

17. Managing internal controls and risk management to ensure the business has a solid risk framework in place

18. Managing the financial team including mentoring, training, coaching and developing employees and teams for a more effective skill-set and work environment.

SKILLS & ATTRIBUTES:

a) The ideal candidate should possess strong analytical skills, good strategic thinking, excellent communication skills, numerical proficiency, and strong leadership skills.

b) Knowledge and understanding of Financial Planning, Budgeting, best accounting practices and standards with particular reference to customs and govt departments.

c) Must be well versed with ERP software.

d) Advanced computer software skills, including MS Office

QUALIFICATION:

· Academic Qualification Should have Bachelor's Degree in Accounting/Finance

· Professional Qualification Should have Chartered Accountant/ CPA / ICCA or equivalent qualification

EXPERIENCE:

· Age: 45 Years

· Experience: Post qualification 20 years with minimum 5 years in the similar role preferably in the Department of Govt.

NATIONALITY: Open (Candidates based in UAE only)

REMUNERATION: Between AED 22-25 K per month (all inclusive) plus expat benefits, depending upon experience.
