Job Description

The Finance Operations Manager oversees end-to-end finance operations across Accounts Payable (AP), Accounts Receivable (AR), General Ledger (GL), Treasury, Audit, Tax, and Compliance. This role leads a team of accountants, ensuring efficient processes, accurate reporting, and full compliance with local regulations.

Day-to-Day Tasks:

  1. Establish and structure the finance function in KSA, including creation of the Chart of Accounts, cost centers, project codes, and financial reporting framework aligned with group and local requirements.
  2. Develop and implement financial governance and control frameworks, including Delegation of Authority (DoA), finance policies, procedures, approval workflows, and audit trails to ensure full compliance and transparency.
  3. Set up and manage corporate bank accounts, establish and maintain strong banking relationships, and oversee treasury activities including cash positioning, liquidity management, and bank reconciliations.
  4. Lead cash flow planning and forecasting, monitor liquidity requirements, and ensure adequate funding to support operational and project needs.
  5. Oversee Accounts Payable, Accounts Receivable, Treasury, and General Ledger operations, ensuring accuracy, completeness, and compliance with internal controls and financial policies.
  6. Ensure timely and accurate month-end and year-end closing, including preparation of financial statements, reconciliations, and supporting schedules.
  7. Ensure full compliance with KSA statutory, tax, and regulatory requirements, including VAT filings, ZATCA compliance, and submission of all statutory and financial reports.
  8. Develop and maintain strong internal controls, financial policies, and risk management practices, ensuring alignment with corporate governance standards and regulatory expectations.
  9. Manage audit processes, including coordination with internal and external auditors, ensuring audit readiness, proper documentation, and timely resolution of audit findings.
  10. Provide accurate financial reporting, analysis, and insights to support strategic decision-making, operational planning, and performance monitoring.
  11. Monitor financial performance, KPIs, and variances, identify risks or gaps, and implement corrective actions to ensure financial discipline and efficiency.
  12. Support project financial setup and monitoring, including project codes, budget tracking, cost allocation, and financial reporting for projects.
  13. Build and lead the finance operations team, ensuring clear roles, accountability, high performance, and continuous development.
  14. Act as the primary finance point of contact in KSA, partnering with senior management, operations, auditors, banks, and regulatory authorities.
  15. Drive process improvements, automation, and implementation of finance systems, ensuring scalable, efficient, and well-controlled finance operations.

Qualifications & Experience

  • Bachelor's degree in accounting / Chartered Accountant (mandatory).
  • 8-12 years of finance experience with at least 35 years in a managerial role, mandatory KSA experience.
  • Big 4 and Real Estate experience are a must
  • Strong background in real estate finance operations within the KSA.
  • Proven expertise across Accounts Payable (AP), Accounts Receivable (AR), General Ledger (GL), Treasury, Audit, Tax, and Compliance.
  • Demonstrated leadership, people management, and strong communication skills.
  • Extensive experience with Oracle Suites; implementation experience is highly preferred.
  • Solid knowledge of ERP and financial systems.
  • Good understanding of banking systems and experience working closely with banks.
  • Proficient in English communication skills.
