Deliver Egypt's first High Speed Rail Service with DBEE. DBEE is a joint venture between DB International Operations and Elsewedy Electric. DB International Operations provides rail operations and maintenance worldwide; Elsewedy Electric, global energy and infrastructure solutions provider. Together, we combine strong local capabilities with proven global railway expertise to enable efficient, safe and sustainable passenger and freight mobility on Egypt's first High Speed Rail network. We are looking for transport and mobility professionals with substantial experience in railway operations and projects in Egypt or worldwide. Join us to deliver this landmark project in Cairo.

The Manager FP&A is responsible for leading and coordinating the internal and external financial planning processes for the railway operations business in a floor-cost commercial model. The role is dual: it supports customer-facing financial planning of the budget and performance dialogue (including explaining drivers and justifying deviations) and the company-internal financial planning in cost centers. The position ensures transparent planning of costs, and KPI impacts, and drives corrective actions with Operations. The FP&A Manager supervises one direct report and works closely with finance and operations teams.

Responsibilities:

  • Develop, coordinate the rolling 5-year budget end-to-end, aligning internally and providing comprehensive explanations.
  • Identify and analyze major cost drivers, including inflation, wage increases, and service level changes.
  • Ensure commercial and contractual compliance with the agreed line-item structure under the floor-cost plus fixed fee model.
  • Identify early and justify changes to the customer with evidence-based analysis; prepare customer-facing narratives and countermeasures.
  • Provide customer reporting packs quarterly and yearly and play an active role in the yearly budget discussions.
  • Plan and monitor KPI performance financially and propose countermeasure budget allocations accordingly.
  • Manage internal financial planning beyond P&L, support liquidity and cash planning and establish the base for external reportion.
  • Lead, coach, and develop the FP&A Assistant Manager.
  • Standardize, automate and improve processes and continuously improve cadence and insight quality.

Qualifications:


  • Bachelor's degree in finance or accounting, economics or related field
  • 6+ years experience in financial planning, analysis, or business controlling with first leadership experience.
  • Experience in railway operations or related services is an asset for a deep understanding of cost drivers.
  • Strong management reporting and IFRS P&L/BS/CF linkage; expert driver-based planning and variance analysis
  • Proficient in ERP (SAP/Oracle) FI/CO and modern BI tools; advanced modeling/Excel
  • Cost-plus or regulated environment experience with customer-facing reporting is an asset.
  • Ability to communicate complex financial topics clearly to both internal and external stakeholders.
  • Strong presentation and documentation skills.
  • Fluent in Arabic and English (written and spoken)
