The Winslow isa residential care facility operating under the Ministry of Health, Singapore, Outpatient Medical Service (OMS) framework, with a care model that functions similarly to a step-down care environment. We support individuals requiring structured care, recovery, and rehabilitation in a safe, discreet, and hospitality-driven setting.
Designation: General Manager
Reports to: Board of Directors
Summary of Role:
As the General Manager, you will lead the business operations of the facility as its senior non-clinical executive, accountable for finance, corporate governance, people operations, client administration, facilities, and information systems - the infrastructure that enables our clinical and hospitality teams to deliver safe, high-quality care. Authority over all clinical matters rests with the facility's clinical leadership you will work in close partnership with them and support the group's plans to develop services regionally over time. This isa fully on-site role based at our Changi facility, and regional travel should be expected as the group's expansion plans progress.
Key Responsibilities:
Finance and Treasury
. Own the budgeting and forecasting cycle, month-to-month cashflow management, and monthly management accounts prepare financial reporting and projections for the Board, and support fundraising processes, investor materials, and due diligence.
. Oversee client billing, deposits, collections, and refunds, and administer banking and payment controls and the statutory finance calendar (GST, corporate tax, annual accounts) without sourced accounting and corporate secretarial partners.
Governance and Compliance
. Maintain the company's policy suite and standard operating procedures monitor healthcare, employment, and data-protection regulatory developments and drive their implementation across the business.
. Ensure licences, permits, and statutory appointments remain current, and support the organisation's quality and accreditation programmes.
People and HR Operations
. Lead HR operations across the employee lifecycle: recruitment processes, payroll and headcount administration, statutory and work-pass compliance, onboarding, and training records line-manage the hospitality and operations leads.
Client Administration (Non-Clinical)
. Oversee non-clinical client administration, including service agreements, admissions billing, client feedback and service recovery, records governance, and confidentiality protocols appropriate to a discreet clientele.
Facilities and Site Services
. Manage the property and site services: lease and landlord relationship, insurance programme, vendor and maintenance contracts, workplace safety, and business-continuity planning.
Technology and Data Protection
. Own the organisation's technology estate end to end: procurement, configuration, deployment, and administration of the business, clinical, and hospitality information systems, including management of software vendors and development partners, access controls, backups, and security operations.
. Proactively identify and deliver software, automation, and AI-enabled improvements that raise the quality of the client experience and the efficiency of teams across the organisation.
. Serve as the company's Data Protection Officer under the PDPA, maintaining the organisation's data-governance, classification, and retention frameworks.
Regional Development
. Work with the owners and the Board to develop the business case for additional residential and outpatient facilities in the region, from feasibility and market-entry analysis through licensing, site development, and launch.
. Contribute to site selection, project budgeting, and operational readiness as the regional pipeline matures.
. Carry out any other duties related to the role as directed by the Board.
Requirements:
. Able to write and speak fluent English other languages are a plus
. At least 8 years of senior operations and/or finance leadership experience, including ownership of budgets and management reporting
. Degree in business, finance, engineering, medicine, or a related discipline
. Track record of operating in a regulated environment, with strong governance and compliance instincts
. Strong financial modelling, budgeting, and management-accounting capability
. Hands-on capability procuring, administering, and integrating modern SaaS and cloud systems
. Experience of business expansion, market entry, new-site launches, or corporate transactions (M&A or fundraising) is a plus
. Healthcare or hospitality sector experience is a plus
