Role Overview:
As the Global FCC Assurance Manager, you will lead the Third Line of Defense activities within the Compliance function. You are responsible for the design and execution of the Enterprise-Wide AML & Sanctions Risk Assessment (EWRA) and serve as the primary contact person of the company during FCC related regulatory examinations and audits. Your goal is to provide senior management and the Board with independent assurance that our global financial crime controls are effective, and to manage our regulatory reputation across all operating jurisdictions.
Key Responsibilities:
Enterprise Risk Assessment (EWRA)
- Design & Methodology: Develop a robust, data-driven EWRA framework that accounts for crypto-specific risks (e.g., self-hosted wallets, P2P transfers, and DeFi interactions).
- Execution: Lead the annual global risk assessment process, identifying inherent risks across different business lines and jurisdictions and evaluating the effectiveness of mitigating controls.
- Residual Risk Reporting: Present findings to the Board and Executive Risk Committees, highlighting blind spots and recommending remediation strategies.
Regulatory Exam & Audit Management
- Primary Liaison: Act as the central point of contact at the group level for all FCC-related regulatory examinations to support local compliance teams in all licensed jurisdictions.
- Audit Coordination: Manage end-to-end interactions with Internal Audit and external Big 4 auditors for annual AML/Sanctions reviews.
- Exam Readiness: Conduct mock exams and readiness assessments for regional teams ahead of formal regulatory visits or inspections.
- Evidence Management: Oversee the collection, review, and credible challenge of all data and documentation provided to examiners to ensure accuracy and consistency.
Assurance & Remediation Tracking
- Issue Management: Track all findings from audits and exams through to closure. Validate that remediation actions effectively address the root cause of the identified gap.
- Regulatory Horizon Scanning: Analyze global enforcement actions in the crypto space to ensure our internal assurance plan proactively addresses hot button issues identified by regulators.
Key Qualifications:
- 5+ years of FCC Audit, Assurance, or Regulatory Exam Management experience, preferable 2 years specifically within a Crypto Exchange, Crypto Payment, or other types of Web3 firm.
- Solid understanding of global AML/Sanctions laws and the VASP supervisory frameworks of major regulators.
- Proven ability to build and scale Enterprise Risk Assessment models in a high-growth, multi-jurisdictional environment.
- Demonstrated experience engaging directly with regulators on FCC matters, including examinations and supervisory reviews.
- Prior experience managing Big 4 auditors or direct experience as a former regulator/examiner is highly valued.
- Chinese language proficiency (Mandarin) would be a strong plus.
- CAMS certification is preferred. Candidates with a CAMS-Virtual Assets (CAMS-VA) or ICA International Diploma in Financial Crime Prevention will be given priority.
Vision & Mission:
- OSL is the first SFC-licensed digital asset platform in Hong Kong and a PayFi innovator. Through stablecoin payments, cross-border settlement and global licensing, we are building the next-generation payments network. Stablecoins have become everyday money across emerging markets and are widely viewed as blockchain's killer app, with industry focus shifting from token issuance to real-world consumer and enterprise payment adoption. The strongest growth lies in cross-border B2B payments, where providers embedding stablecoins into corporate settlement flows can capture significant volume and float. Long-term defensibility comes from regulatory licences, banking partners and cross-border corridors.
- OSL holds or has acquired licences in Hong Kong, Japan, Australia, Bermuda and Indonesia, and is expanding into Europe, Brazil, Southeast Asia and Africa through acquisitions and licence applications. With OSL Pay and StableX, we embed stablecoin settlement into bank accounts and card networks, support 150+ digital assets, and provide 24/7 fiatstablecoin conversion. As a regulated pioneer with a startup mindset, we believe the future of payments will be driven by real adoption and scalable deployment, not technology narratives. We welcome builders who are passionate about crypto and payments to join us in shaping compliant, global payment infrastructure.
