Our Programme Management Office (PMO) business provides programme governance, digital PMO solutions, programme controls, and commercial management across major infrastructure and giga developments.

The Role

We are seeking a Global PMO Business Development Lead to drive strategic growth and secure high-value PMO, PMC, and Digital PMO opportunities globally, with a primary focus on the Middle East market.

Based in Riyadh, this role will focus on developing executive-level client relationships, identifying strategic opportunities, and positioning Surbana Jurong as a leader in programme governance and Digital PMO solutions across the region.

Key Responsibilities

• Develop and execute growth strategies for PMO and programme management services, with a primary focus on the Middle East market.
• Identify and originate opportunities across giga projects, infrastructure, real estate, and government programmes.
• Build strong relationships with ministries, sovereign entities, PIF-related developments, and major developers.
• Lead opportunity development from EOI through RFP to contract award.
• Support bid strategy, win themes, and commercial positioning.
• Strengthen Surbana Jurong's market presence in Digital PMO and programme controls solutions.

Key Qualifications and Experience

• 15+ years of experience globally and minimum 5 yrs in the Middle East market
• Proven track record in business development within PMO, PMC, programme controls, or infrastructure advisory.
• Strong background in project or programme management environments.
• Understanding of Digital PMO platforms and PMIS systems.
• Established client relationships in Saudi Arabia or GCC.
• Excellent stakeholder engagement and communication skills.

Preferred

• Native Arabic speaker.
• Based in or willing to relocate to Riyadh.
• Experience working on major giga-project programmes.
• Exposure to digital transformation initiatives within PMO environments.
