Cluster Head

JOB PURPOSE:

The Head of Engineering is responsible for the lifetime management and integrity of the major capital items of plant and apparatus such as Gas & Steam Turbines, HRSG's and pressure systems, Generators, Transformers and electrical distribution systems, Desalination, peripheral plant including pumps, pipework and tanks, and structural and civil assets and associated balance of plant herein known as the assets. They will be required to develop and implement local procedures and methods which allow compliance with Operator developed directives and guidance on Engineering, considering manufacturers recommendations and good engineering practice.

Advancing the fleet in terms of reliability, cost, and efficiency. Positioning our fleet within the top quartile globally over the project lifecycle while complying to the applicable contractual documents

KEY ACCOUNTABILITIES:

Accountability 1:

  • Health, Safety and Environmental aspects of the business are considered in commercial business decisions.
  • The integrity of the asset is not compromised on the basis of cost.
  • Engineering Risk Management processes are implemented.
  • Ownership of the ROS, Process Safety, and Change Management process throughout the relevant sites.
  • Investigate and consolidate responses to MPC center for issues observed through monitoring software's, while working with the central team on the development of new tools for more efficient identification of issues in future.
  • Compliance with Regulations, Laws and Project Agreements.
  • Staff are trained and competent and are developed professionally.
  • Engineering and quality standards are established and maintained.
  • Engineering budgets are accurate and controlled.
  • Inputs into the Business Planning process.
  • Contract Management and control including contract performance review; and,
  • Engineering department staff members are actively engaged in Site, Regional and Corporate initiatives.
  • Drive the bad actor analysis through repetitive failures in the cluster through effective utilization of CMMS and suggest identified gap mitigation plan to improve Availability.

Accountability 2:

  • Risk assesses the degrading effects of plant operations on plant remnant life and plant integrity.
  • Implements management systems, develops, and implements local procedures/activities to effectively manage Engineering Risks and ensures compliance with Corporate Technical Procedures or guidance documents.
  • Develops and implements written schemes of inspection to periodically assess the condition of the plant (Turbines, Generators, Boilers, Distillers, Pipe work, etc.).
  • Develops long term outage plans and manages annual outages, including:
  • Development of outage plans for the foreseeable remnant life of the plant.
  • Preparation for outages in terms of securing the necessary budgetary funding approval, procurement of spares, manpower, technical expertise, and preparation of technical specifications to allow completion of the tendering process.
  • Ensures that all the required activities are completed on time prior to the due date of the outages.
  • Manages the outages safely, on time and to budget to achieve the desired objectives; and,
  • Ensures lessons learnt are recorded, incorporated into future plans and that a full record of as found and final status is maintained. Is the lead interface pertaining to the CSAs/LTSA's with relevant suppliers.
  • Implements a program of plant condition monitoring to determine the current condition of the plant.
  • Works with the Maintenance Department to optimize maintenance requirements over the lifetime of the plant.
  • Leads the Investigation into the root cause of singular and repeat failures and implements reliability improvements in coordination with sites, ROS framework
  • Liaise with the Operations Department to determine plant improvements in relation operability, safety, environmental impact, efficiency and commercial flexibility.
  • Implements a test program to routinely check the safety integrity of the plant.
  • Communicates OEM TIL's and notifications to the owner in an appropriate timescale.
  • Plant modifications are managed and controlled in compliance with Corporate Technical Guidance.
  • Ownership of the change management process for the sites and assessing Engineering proposals and modifications represent value for money commensurate with the assessed risk; and,
  • Map competencies within the team and ensure active participation as part of a wider network of experts across the global fleet.
  • Review relevant maintenance and performance KPI's with sites and define programs to address continuous improvement
  • Support O&M Design Review (i.e. accessibility, redundancy, automatisms, etc.)
  • Monitor and supervise commissioning and performance tests.
  • Facilitate effective communication and collaboration among engineering teams across different power stations. Share best practices, lessons learned, and innovations to drive improvements.
  • Ensure high level of reliability and resource efficiency within the business, identification of new actions as outcome of RCA's or fleet experience in coordination with Engineering and Maintenance
  • Review a prepared SOW for the major overhauls /LTE/major refurbishments of plant equipment in close coordination with Cluster site management
  • Ensure technology wise lesson learned shared across the cluster and effective implementation of derived actions.
  • Support PAT team in carrying out O&M Readiness Assessment prior to takeover

Continuous Improvement:

  • Identify opportunities of improvement and contribute to organizational and departmental change initiatives, programs and projects taking into account best practice and standards in the business environment

Related Assignments:

  • Participate in the effective forecasting of manpower, budget and material requirements to ensure timely availability of resources and spares for effective execution of Electrical outage maintenance plans.
  • Perform any other duties which the line manager may require to be carried out.

REQUIRED WORK EXPERIENCE AND EDUCATION:

  • PHD or Master's in engineering or a Bachelor's degree with membership of a Chartered institute or Engineering body. Relevant experience can be considered based on specific cases
  • 15 - 20 years of experience in the field with high focus on plant reliability.

REQUIRED SKILLS AND KNOWLEDGE:

  • Extensive leadership experience
  • Strong skills in critical thinking, decision making, problem solving, and attention to detail
  • Proven success in improving equipment/plant reliability
  • Communicate well and listen to other
  • 5+ years of experience with scripting tools, programming languages and design verification methods.
  • Track record of delivery in rapidly changing, highly collaborative, multi-site, multi-stakeholder environments.
  • Experience with OEM or well-known Engineering Firm or as part of an Engineering Centre of Excellence in large generation or O&G organizations
  • Excellent organizational skills and attention to details
  • History of leading Engineering teams to deliver successful products
