Head of HR, Singapore

Frazer Jones is appointed on an exclusive and confidential basis to appoint a HR Director for Singapore to lead the full spectrum of Human Resources for a large, blue-collar workforce-intensive organisation. This is a permanent, full-time position based in Singapore and is 5-days onsite. In this critical HR leadership role, the successful candidate will partner closely with country management to drive the people agenda across a workforce comprising frontline operations, site-based employees, and corporate functions. As the business continues to invest in operational excellence, workforce stability, and long-term growth, this role will be instrumental in strengthening HR foundations, enhancing workforce engagement, developing leadership capability, and ensuring people practices effectively support business performance and operational objectives.

Key Responsibilities

In a hands-on capacity, this role will oversee the end-to-end HR agenda for Singapore, supporting a workforce of about 2,000, with a significant blue-collar employee population across multiple operational sites. The HR Director will serve as a trusted advisor to senior leadership, driving strategic workforce planning, talent management, succession planning, employee engagement, industrial and employee relations, organisational effectiveness, and culture initiatives.

A key focus of the role will be ensuring strong operational HR execution across recruitment, performance management, compensation and benefits, manpower planning, compliance, and employee lifecycle management. Given the nature of the workforce, the successful candidate will play a critical role in fostering positive employee relations, managing complex workforce matters, supporting labour-intensive operations, and ensuring compliance with Singapore employment legislation and regulations. This role is expected to remain highly visible and hands-on, with regular engagement across operational sites and business functions.

Ideal Profile

The client seeks an experienced HR leader with strong operational and strategic HR expertise gained within industrial, manufacturing, logistics, engineering, transportation, construction, or other blue-collar workforce-intensive environments. Experience managing large employee populations across multiple operational locations and supporting frontline workforce segments will be highly advantageous. As a guideline, candidates should bring at least 15 years of progressive HR experience, including leadership responsibility for sizeable workforces in Singapore.

The successful candidate is able to demonstrate a proven track record in partnering closely with business leaders in fast-paced operational environments, together with the ability to balance strategic priorities with hands-on execution.
