Job Description

Dirah Development Company is a Saudi development company specialized in urban and heritage development projects. The company focuses on revitalizing historical areas and transforming them into vibrant destinations that support tourism, culture, and quality of life, in alignment with Saudi Vision 2030.

We are looking to hire a Head of Human Capital to lead the Company's human capital strategy, organizational development, talent management, workforce planning, employee experience, and HR operations. The successful candidate will play a key role in developing a high-performing workforce, strengthening organizational capabilities, and ensuring compliance with Saudi labor regulations while supporting the Company's growth and strategic objectives.

1. Key Responsibilities

  • Lead and oversee all Human Capital functions, including HR Operations, Talent Acquisition, Learning & Development, Performance Management, Employee Relations, and Organizational Development.
  • Develop and implement Human Capital strategies aligned with business objectives and organizational growth plans.
  • Drive workforce planning, organizational design, succession planning, and leadership development initiatives.
  • Ensure compliance with Saudi Labor Law and oversee Human Capital policies, procedures, and governance frameworks.
  • Lead recruitment and employer branding strategies to attract, retain, and develop top talent.
  • Manage employee relations matters and foster a positive, high-performance workplace culture.
  • Direct the governance and optimization of HC systems and platforms, including Qiwa, GOSI, Mudad, and HRIS solutions.
  • Establish and monitor performance management frameworks, talent review processes, and employee development programs.
  • Provide executive leadership with workforce analytics, organizational insights, and strategic recommendations.

2. Qualifications & Experience:

  • Bachelor's degree in Human Resources, Business Administration, or a related field.
  • Minimum of 7 years of progressive Human Resources experience, including at least 2 years in a leadership role.
  • Strong knowledge of Saudi Labor Law and HR best practices.
  • Proven experience in workforce planning, talent management, organizational development, and employee relations.
  • Hands-on experience with HR platforms such as Qiwa, GOSI, Mudad, and HRIS systems.
  • Demonstrated experience leading HR transformation and organizational growth initiatives.
  • Strong stakeholder management and cross-functional leadership capabilities.
