Job Description

Greenish foundation is a non profit NGO registered with the Ministry of Social Solidarity in Egypt under registration 918/2020. Greenish is an organization that aspires to develop environmental empowerment through research, advocacy, capacity building and education for various communities in Egypt and the wider MENA region. This ToR defines the scope, role and responsibilities for Head of Operations that would be focused on project and programme delivery for Greenish Foundation.

Responsibilities

The Head of Operations & Delivery is responsible for ensuring Greenish runs efficiently and delivers its projects and programmes on time, within scope, and in full compliance with donor and organizational requirements, Egyptian law, and Ministry of Social Solidarity (MoSS) requirements. This includes ensuring all projects obtain the required governmental approvals and clearances, comply with national NGO regulations, and fulfill MoSS registration, notification, and reporting guidelines throughout the project lifecycle. The role provides day-to-day operational leadership, manages project managers through clear weekly planning and performance follow-up, and ensures strong coordination and management across technical, finance, and administrative functions.

This includes ensuring the recruitment, contracting, and staff and consultants are conducted in accordance with Egyptian labor law, internal HR policies, and MoSS regulations, as well as overseeing payroll, benefits, and personnel records inaccordance with MoSS regulations. The Head of Operations & Delivery is also responsible for supervising financial management and reporting, ensuring accurate budgeting, expenditure tracking, and timely financial and HR reporting to donors, MoSS, and organizational leadership.

Responsibilities will include

A) Team Leadership and Weekly Management

  • Directly manage and support Project Managers (and other relevant operational staff as applicable).
  • Lead weekly planning meetings and ensure each team member has clear weekly priorities and deadlines.
  • Maintain a centralized weekly action tracker and follow up on completion, quality, and dependencies.
  • Identify capacity gaps and propose workload redistribution or sequencing solutions.
  • Provide coaching to PMs on planning, documentation, reporting readiness, and risk management

B) Organizational Operations and Internal Systems

  • Oversee day-to-day operations to ensure smooth internal functioning across projects and programmes.
  • Manage donor/funder follow-up related to project implementation and compliance, including schedules, document requests, and reporting timelines.
  • Maintain and continuously improve core organizational systems
  • Ensure operational readiness for audits, donor checks, and internal reviews.

C) Financial Reporting Coordination and Budget Follow-up

  • Coordinate closely and manage the finance function to ensure project spending is tracked and aligned with approved budgets and activities.
  • Support preparation of donor financial reports
  • Monitor budget burn rates with PMs/finance and flag risks early (underspend/overspend, reallocation needs, missing documentation).

Qualifications

  • Minimum 5 years of relevant experience in operations/programme delivery/project management roles within NGOs, non-profits, social enterprises, or development projects.
  • Proven experience managing teams (including supervising project managers or equivalent roles).
  • Demonstrated hands-on project management experience (planning, tracking, implementation follow-up, partner coordination).
  • Strong professional proficiency in English and Arabic is a must
  • Not a requirement but a favorable addition

Project management certification (e.g., PMP or equivalent) is a strong plus
