Job Description

About this role:

  • Strategic Leadership & Corporate Planning
  • Provide strategic leadership for the planning function by defining enterprise-wide planning frameworks aligned with corporate strategy, governance, and long-term objectives.
  • Translate organizational vision and business priorities into integrated strategic, operational, and project plans with measurable outcomes.
  • Support executive leadership and Board-level committees through scenario planning, forecasting, and strategic analysis.
  • Ensure alignment between planning priorities, organizational capacity, and financial sustainability.

  • Integrated Planning & Project Controls
  • Establish and govern standardized planning, scheduling, and project control methodologies across the organization.
  • Oversee the development, review, and approval of master schedules, baseline plans, and recovery programs.
  • Monitor performance against approved plans, budgets, and timelines, ensuring early identification of deviations and prompt corrective action.
  • Ensure seamless coordination between Planning, Technical, Operations, Finance, Procurement, and Commercial functions.

  • Performance Management & Executive Reporting
  • Define and implement KPIs for planning, dashboards, and performance measurement systems.
  • Ensure the accuracy, integrity, and timeliness of planning data and management reports.
  • Deliver clear, concise executive-level reports highlighting progress, risks, trends, and recommendations
  • Enable data-driven decision-making through advanced analytics and performance insights.

  • Resources, Capacity & Financial Planning
  • Lead enterprise resource and capacity planning in collaboration with HR, Operations, and Finance.
  • Optimize manpower, assets, and resource utilization to improve productivity and cost efficiency.
  • Support annual business planning, budgeting, forecasting, and cost control processes.
  • Ensure alignment between planning assumptions, financial plans, and operational realities.

  • Risk Management, Governance & Compliance
  • Integrate risk identification, assessment, and mitigation into all planning and control processes.
  • Ensure compliance with internal policies, contractual obligations, regulatory requirements, and industry standards.
  • Maintain robust governance, audit readiness, and documentation across planning activities.
  • Proactively escalate critical risks and planning constraints to senior leadership.

  • Leadership, Talent Development & Stakeholder Engagement
  • Lead, coach, and develop a high-performing planning team, fostering accountability and continuous capability building.
  • Establish clear roles, performance expectations, and development plans for planning staff.
  • Build strong partnerships with internal and external stakeholders to ensure alignment and effective execution.
  • Act as a trusted advisor to senior management on planning and performance matters.

  • Continuous Improvement & Digital Transformation
  • Drive continuous improvement initiatives to enhance planning accuracy, efficiency, and responsiveness.
  • Champion the adoption of digital planning tools, dashboards, and automation solutions.
  • Monitor industry trends, benchmarks, and best practices to strengthen organizational planning maturity.

  • Occupational and workplace Health and Safety responsibilities:
  • In addition to all job-specific responsibilities, all employees are required to adhere to all Basatin health, safety and environmental (HSE) policies, procedures, practices, and relevant legal and statutory health, safety and environmental requirements and obligations. All employees are personally responsible for familiarizing themselves with these policies, procedures, practices, updates, etc. Khidmah HSE department regularly updates existing and introduces new policies, procedures, and practices and each employee is personally responsible to ensure they stay updated and compliant with all such updates and new additions.

  • Information Security responsibilities:
  • Comply with Basatin Information Security Policies
  • Be aware of and fulfil their information security responsibilities
  • Ensure whoever handles sensitive company information has taken the Security Awareness Training
  • Know how to report a security incident (to IT ServiceDesk or InfoSec).
  • Not Disable his/her OS firewall and/or Antivirus
  • Restrict use to authorized purposes, Protect access accounts, privileges and associated passwords.
  • Accept accountability of his/her individual user accounts and maintain confidentiality.

Qualifications:

  • Bachelor's degree in Engineering, Business Administration, Project Management, or a related field.
  • Master's degree (MBA or equivalent) is preferred.
  • Professional certifications such as PMP, PgMP, PRINCE2, or equivalent are an advantage
  • 10+ years of experience in planning, strategy, or project controls within complex organizational environments.
  • 5+ years in a senior or managerial planning role with responsibility for strategic and operational planning.
  • Enterprise-level strategic thinking with strong business, financial, and commercial acumen
  • Advanced expertise in integrated planning, forecasting, and performance analytics
  • Inspirational leadership with the ability to build, mentor, and retain high-performing teams
  • Executive-level stakeholder engagement, influence, and communication skills
  • Strong risk management, problem-solving, and evidence-based decision-making capability
  • Proven ability to align resources, budgets, and performance outcomes
  • Uncompromising commitment to governance, accuracy, and ethical standards
  • Landscape and Architectural Experience
