We are currently recruiting for a Head of Procurement- Contracting & Services or our client to be based out of their Dubai Office.
Purpose-
Leads the procurement function of Contracting and Services Sector, including development and implementation of strategic and operational sourcing, procurement, planning, subcontracting and supply management strategies, and operations processes to ensure the organization attains the best value in the goods and services required to enable achievement of its goals.
Key Responsibilities-
- Develop and implement organizational procurement policies and processes to ensure a consistent and standardized approach across all the Business Units withing the Contracting and Services Divisions; and to drive and establish a long-term goals for the department in order to promote improvements and efficiencies in procurement activities.
- Design and execute an organizational procurement strategy, supported by tactical and innovative procurement programs, to deliver enhanced benefits and value to the stakeholders/ end user and to support service delivery aims.
- Manage a centralized budget to ensure that all the procurement activities within the contracting and services sector are cost effective and efficient.
- Lead the research and analysis of market trends and best practice in order to develop procurement technologies and processes that support those trends; and ensure sourcing and procurement strategies and approaches are current, risks are identified, and governance frameworks are effective, and insight is gained through the analysis of costs, benefits and supply markets.
- Build and manage relationships with key stakeholders/BU Heads to provide strategic insights on business needs, resolve complex issues and deliver high performance cost, service, and quality outcomes Conduct business reviews and meet regularly with respective departments to provide recommendations to enhance and implement new/revised policies and procedures based on changing market conditions. Assess risk, review future strategies, and identify potential cost down and improvement opportunities.
- Identify and manage commercial, contractual, operational, financial, reputational, ethical and supply chain risks to minimize negative impacts on organizational objectives while encouraging opportunity and innovation Lead rigorous contract negotiations with key suppliers and internal stakeholders, legal department, and support groups.
- Establish performance standards and evaluation processes to assess and report on procurement activity in terms of progress, results, customer satisfaction, value, and cost.
- Create understanding and engagement in the value of procurement management and ensuring adherence to policies and processes despite the need for agility in time-pressured and demanding operating environments.
- Provide leadership, direction and effective management of the procurement team and crossfunctional working groups to achieve a high-level of performance in procurement and deliver high quality advice and service to stakeholders.
- Develop, communicate, and administer procurement team performance and development plans and appraisals. Develop and implement procurement-related training programs for the procurement team and organization.
- Serve as the primary contact for procurement related questions, training, policy and procedure interpretation and alignment by all departments.
- Lead, evolve and continuously review a seamless service level agreement (SLAs) with all Business Units (BU) and specific projects, giving priority to internal cost control and client required deliverables.
- Develop an annual procurement budget and strategies and report periodically on all agreed KPl's.
- Establish long term strategic relationship with original manufacturers and specialist subcontractors.
- Promote a partnering approach with key vendors and assist Estimation Heads on special pricing.
- Develop and well-defined vendor management program.
- Adopt, promote, and ensure an above-board ethical relationship with all stakeholders with emphasis on strong governance.
- Evolve global sourcing strategies, utilize e-procurement to obtain maximum benefits.
- Strive and ensure an appropriate and proportionate risk transfers with major suppliers and subcontractors based on the risks and contract conditions, the respective BUs have with their customers.
- Develop and manage strong relationship with all our principals.
- Evolve with BU Heads, operation managers and warehouse managers, the strategy of inventory levels and controls appropriate to our business plans.
- Oversee the end-to-end inventory management framework across all Business Units, ensuring alignment between procurement, engineering, warehouse, and operations teams to maintain optimal stock levels, minimize obsolescence, and support project delivery schedules.
- Establish and monitor key inventory performance indicators (KPIs) including inventory turnover, stock accuracy, and material utilization to ensure effective control, visibility, and cost efficiency across all engineering and service divisions.
- Implement digital inventory management systems and automation tools (e.g., ERP, e-procurement, warehouse automation) to enhance transparency, traceability, and data-driven decision-making across all locations and project sites.
Requirements-
- Master's degree in business, Supply Chain Management, Logistics, or related field. Basic
- Engineering degree in Electrical or Mechanical discipline is highly desired.
- 12 + years of experience within construction and Contracting Industry with hands on
- experience in managing multiple business units in a large size corporation.
- 6 years of experience in a Managerial/ Head role .
- Results-oriented, metrics-driven leader with expertise in purchasing, supplier collaboration,
- development, and compliance.
- Experience with sourcing and procurement and building a vendor program.
- Solid analytical and negotiation skills.
- Proven track records in global relationship with major suppliers/specialist subcontractors.
