Essential Requirements

Master's degree in Finance, Supply Chain Management, Procurement, Business Administration, or a related field is required.

Minimum 12 years of experience in commercial and procurement roles in contracting or construction companies, with 7+ years in leadership.

CMA /CPA/CIPS/CPSM Certifications

Proven expertise in contract administration, cost control, claims, and procurement strategy.

Strong knowledge of FIDIC, UAE construction laws, and commercial governance

Experience managing procurement across diverse categories

Deep knowledge of procurement best practices, category management and supplier negotiations

Ability to think strategically and align procurement goals with long-term business objectives

Excellent experience working closely with senior management and leading cross-functional teams

Strong leadership and team management skills, with the ability to mentor and develop staff

Highly proficient in procurement software systems

Key Responsibilities

Develop and implement the organization's procurement strategy aligned with business goals and objectives

Lead the procurement department in delivering value-driven outcomes

Oversee procurement activities across multiple categories. Ensure alignment of category strategies with overall business goals and actively seek opportunities for cost savings and efficiency improvements

Build and maintain strong relationships with key suppliers and fostering collaboration for long-term partnerships

Develop strategies to ensure the procurement of qualitative products at competitive prices while managing supplier performance and risk

Lead contract administration for the organization

Develop and/or enhance Procurement policies and processes to increase efficiency and effectiveness

Ensure procurement activities comply with company policies and best practices. Develop and maintain governance frameworks that safeguard procurement integrity

Drive the adoption of optimal procurement technologies and systems to improve efficiency, transparency and accountability

Work closely with internal stakeholders, including project managers, operations, and finance teams to ensure procurement activities align with project objectives

Lead, mentor, and manage a team of procurement professionals

Commercial Responsibilities:

Develop and implement the commercial strategy aligned with project delivery goals and company business objectives.

Ensure FIDIC and UAE compliance in all contractual documentation.

Lead commercial negotiations with suppliers, vendors, and subcontractors to secure favourable terms and conditions.

Oversee claims management, variations, and value engineering opportunities to protect margins and control costs.

Coordinate with Legal and Project Controls for dispute resolution, risk mitigation, and contract enforcement.

Review and approve contractual documentation ensuring alignment with risk management frameworks and company policies.

Ensure supplier and subcontractor contracts are compliant with regulatory standards and internal governance procedures.

Establish and maintain internal controls and commercial approval workflows to ensure transparency and accountability.

Support tendering teams with pricing strategies, subcontractor package analysis, and contract structuring.

Ensure accurate variation and change order management, including timely documentation and commercial closeouts.

Oversee claims evaluation, negotiation, and settlement to minimize disputes and financial exposure.

Maintain auditable records for all commercial agreements, claims, and variations.

Implement contract governance frameworks that align with project and legal requirements.

Collaborate closely with Finance for cash flow planning, payment schedule control, and commercial reporting.
