Job Description
Role Purpose:
The Head of Security Information & Analysis Section is responsible for leading and overseeing the development, analysis, and management of aviation security information and intelligence to support informed decision-making, threat assessment, and regulatory oversight across the aviation sector.
The role ensures the systematic collection, analysis, dissemination, and protection of security-related information, enabling the Authority to proactively identify risks, assess emerging threats, and support aviation security operations in alignment with national and international aviation security frameworks.
The position provides strategic and operational intelligence support to internal stakeholders and coordinates with relevant national and international entities to enhance aviation security preparedness, situational awareness, and compliance with applicable regulations and standards.
- Functional Responsibilities:
- Section Leadership & Planning
Lead and manage the day-to-day operations of the Security Information and Analysis Section, including work planning, task prioritization, and supervision of assigned staff to ensure effective delivery of intelligence and analysis functions.
- Security Information Management
Oversee the collection, validation, analysis, and secure handling of aviation security–related information to support informed decision-making and regulatory oversight activities.
Direct the assessment of aviation security threats, vulnerabilities, and emerging risks, ensuring analytical outputs support preventive measures, contingency planning, and sector-wide security preparedness.
- Intelligence Products & Reporting
Ensure the development, quality assurance, and timely dissemination of security intelligence reports, briefings, and analytical products in accordance with approved standards and confidentiality requirements.
- Stakeholder Coordination & Information Sharing
Coordinate security information exchange with internal departments, regulated entities, and relevant national and international stakeholders to support integrated aviation security risk management.
- Regulatory & Policy Support
Provide analytical input to the development, review, and enhancement of aviation security policies, procedures, and programmes, ensuring alignment with ICAO standards, NCASP requirements, and applicable regulations.
- Incident & Trend Analysis
Oversee post-incident analysis and trend monitoring to identify systemic security gaps, lessons learned, and improvement opportunities, supporting continuous enhancement of aviation security controls.
- Quality Assurance & Compliance Oversight
Ensure that information analysis processes, methodologies, and outputs comply with approved quality, data governance, and information security standards.
- Capability Development & Continuous Improvement
Support the development of analytical capabilities within the section through knowledge sharing, process improvement initiatives, and alignment with approved competency frameworks and best practices.
- Other Duties: Performs other job-related duties as assigned, consistent with the operational and regulatory oversight responsibilities of the Security Information & Analysis Section.
- Managerial Responsibilities:
- Section Strategy and Planning
Lead development and execution of the section's operational plan, ensuring alignment with sector priorities, governance frameworks, and performance expectations.
- People Leadership and Capability Development
Lead, coach, and develop office staff, setting clear performance expectations, promoting accountability, and supporting capability development in coordination with HR and sector leadership.
- Performance and Quality Discipline
Ensure structured performance monitoring, reporting accuracy, and adherence to quality assurance and governance standards across all office activities.
- Resource and Budget Coordination
Coordinate preparation and follow-up of office-related resource and budget requirements in alignment with sector priorities and institutional financial governance processes.
- Stakeholder and Cross-Unit Coordination
Maintain structured working relationships with sector directors, department heads, and internal governance functions to ensure integration, alignment, and reliable execution of sector governance requirements.
- Governance Culture and Continuous Improvement
Promote a culture of governance discipline, documentation integrity, process consistency, and continuous improvement across office operations and sector coordination activities.
Qualifications
Academic Qualifications:
- Bachelor's degree in aviation security, Intelligence Studies, Security Studies, Risk Management, Criminal Justice, Information Management, or a related field from a recognized institution.
- A master's degree in security studies, Intelligence Analysis, Aviation Safety/Security, Risk Management, Strategic Studies, or a related discipline is considered an advantage.
Certifications:
- Recognized Aviation Security (AVSEC) certification aligned with ICAO aviation security standards.
- Certification or formal training in Security Intelligence, Threat Analysis, or Risk Assessment, relevant to aviation security or critical infrastructure environments.
- Certification or training in Incident Investigation, Security Investigation, or Safety Investigation is preferred.
- Certification related to Information Security, Data Protection, or Secure Information Management is preferred, given the sensitive nature of security information and analytical outputs handled by the role.
Professional Experience:
- A minimum of 14 years of relevant experience in aviation security, security intelligence, risk analysis, or security operations within aviation, transportation, or critical infrastructure environments, for candidates holding a bachelor's degree; or a minimum of 12 years of relevant experience with a Master's degree.
- Demonstrated experience in leading or overseeing security information management, intelligence analysis, or threat assessment functions, including the development of analytical products to support operational and regulatory decision-making.
- Experience coordinating with national security bodies, law enforcement agencies, and relevant international aviation security stakeholders on security information exchange and threat-related matters.
- Experience managing or supervising professional teams and overseeing planning, quality assurance, and continuous improvement within a security, intelligence, or analytical environment.
