Role Purpose
The Head of Strategic Procurement & Supply Chain is accountable for designing and executing an integrated procurement and supply chain strategy that ensures cost competitiveness, uninterrupted material availability, optimal inventory levels, and strong supplier partnerships across all construction projects. The role supports business growth, project delivery excellence, and risk mitigation through end-to-end supply chain leadership.
Key Responsibilities
1. Strategy & Governance
- Develop and implement a group-wide procurement and supply chain strategy aligned with business, project, and financial objectives.
- Establish governance frameworks, policies, and controls covering sourcing, logistics, inventory, subcontracting, and vendor management.
- Drive standardization of materials, specifications, and processes across projects to leverage scale benefits.
2. Strategic Procurement & Sourcing
- Lead strategic sourcing for all major construction categories, including:
- Civil & structural materials (steel, concrete, aggregates)
- MEP systems and equipment
- Finishes and specialist packages
- Plant, machinery, and subcontracting services
- Negotiate long-term agreements, framework contracts, and preferred supplier arrangements.
- Optimize total cost of ownership (TCO) rather than unit price alone.
3. Supply Chain Planning & Logistics
- Oversee end-to-end supply chain planning, from demand forecasting to site delivery.
- Ensure alignment between project schedules, procurement plans, logistics, and warehousing.
- Optimize inbound and outbound logistics, including transportation, customs (if applicable), and site material handling.
- Develop contingency and alternate sourcing plans to mitigate supply disruptions.
4. Inventory & Materials Management
- Define inventory strategies balancing working capital efficiency with project continuity.
- Monitor material availability, buffer stocks, and slow-moving or obsolete inventory.
- Improve materials traceability, accuracy, and consumption tracking at site level.
5. Commercial & Contract Management
- Lead commercial negotiations with suppliers and subcontractors for high-value and high-risk packages.
- Ensure contracts include robust terms on pricing, delivery schedules, quality, warranties, penalties, and claims.
- Partner with Legal, Commercial, and Project teams on dispute resolution and contractual risk management.
6. Cost Optimization & Value Engineering
- Drive continuous cost reduction and cost avoidance initiatives across procurement and logistics.
- Support value engineering during design and pre-construction phases.
- Track and report procurement savings, supply chain efficiencies, and value contributions.
7. Supplier Performance & Risk Management
- Build and manage a high-performing supplier and subcontractor ecosystem.
- Monitor supplier performance, financial health, capacity, ESG compliance, and HSE standards.
- Track market trends, commodity price movements, and geopolitical risks affecting construction supply chains.
8. Digital Transformation & Process Excellence
- Lead implementation and optimization of ERP, e-procurement, contract management, and supply chain planning tools.
- Strengthen data analytics, dashboards, and KPIs for decision-making.
- Promote lean, efficient, and transparent procurement and supply chain processes.
9. Stakeholder Management
- Partner closely with Project Directors, Engineering, Planning, Finance, HSE, and Commercial teams.
- Act as a strategic advisor to executive leadership on market intelligence and supply risks.
- Ensure procurement and supply chain activities support on-time, on-budget project delivery.
10. Leadership & Talent Development
- Build, lead, and develop a high-performing procurement and supply chain organization.
- Define clear roles, KPIs, capability frameworks, and succession plans.
- Foster a culture of accountability, collaboration, ethics, and commercial excellence.
Qualifications & Experience
Education
- Bachelor's degree in Engineering, Supply Chain, Quantity Surveying, Business, or related field
- MBA or Master's in Supply Chain / Operations / Procurement preferred
- Professional certifications (CIPS, CPSM, PMP, CSCP) are an advantage
Experience
- 15+ years of experience in procurement and supply chain roles within construction, infrastructure, or EPC environments
- Proven leadership of large, multi-project procurement and supply chain operations
- Strong exposure to strategic sourcing, logistics, contract management, and cost optimization
