Pay10 is a UAE-headquartered fintech company licensed and regulated by the Central Bank of the UAE under the Retail Payment Services & Card Schemes (RPSCS), Stored Value Facilities (SVF), and Open Finance frameworks.
As part of our regional expansion, Pay10 is launching operations in Egypt, one of the fastest-growing fintech markets in MENA. Pay10 Egypt will deliver secure, scalable digital payment solutions for businesses and consumers, including payment gateway services, merchant acquiring, wallets, cross-border payments, and open finance integrations, operating under the regulatory oversight of the Central Bank of Egypt (CBE).
Role Overview
The Head of Technology Egypt will own the end-to-end technology strategy, delivery, and operations for Pay10's Egypt entity. This role is critical to building a CBE-compliant payment platform, scaling local engineering capabilities, and ensuring alignment with Pay10's global technology and product strategy.
This is a senior leadership role requiring deep fintech domain expertise, strong regulatory experience, and hands-on technical leadership.
Key Responsibilities
Technology Strategy & Delivery
- Define and execute the technology roadmap for Pay10 Egypt, aligned with Pay10's global platform strategy and CBE regulatory requirements.
- Own all technology functions including product engineering, integrations, data platforms, infrastructure, and platform operations.
- Ensure seamless interoperability with Pay10's global systems while enabling local customization for Egypt's market needs.
Architecture & Platform Engineering
- Lead the design and build of Pay10 Egypt's payment platform covering:
- Merchant acquiring & issuing
- Wallets and stored value solutions
- Payment gateway & APIs
- WPS, cross-border payments, and open finance capabilities
- Design secure, scalable, microservices-based architectures with high availability and compliance-by-design.
- Establish modular, future-proof architecture to support expansion across MENA and Africa.
Leadership & Team Building
- Build and lead a local engineering, QA, and DevOps team in Egypt.
- Mentor senior engineers and architects; promote best practices in software engineering, security, and delivery excellence.
- Foster a culture of security-first development, agility, accountability, and innovation.
Compliance, Security & Risk
- Ensure full technical readiness for CBE audits, PCI-DSS, and local data protection requirements.
- Oversee platform security including access controls, encryption, monitoring, vulnerability management, and incident response.
- Work closely with Compliance, Risk, and InfoSec teams on fraud prevention, AML/CTF systems, and data governance.
Platform Operations & DevOps
- Own platform reliability and performance targets, ensuring 99.9%+ uptime.
- Lead cloud and infrastructure strategy (AWS or hybrid), including scalability, disaster recovery, and cost optimization.
- Establish strong CI/CD pipelines, observability, monitoring, and incident management aligned with SLAs.
Stakeholder & Partner Engagement
- Collaborate with local banks, card schemes, payment networks, APM providers, and technology vendors.
- Represent the technology function in discussions with CBE, banking partners, and internal steering committees.
- Drive local integrations and partnerships to accelerate product delivery and market entry.
Qualifications & Experience
- 1015 years of technology leadership experience, with 5+ years in fintech, digital payments, or PSP environments.
- Proven experience building or scaling payment platforms (acquiring, issuing, wallets, gateways).
- Strong working knowledge of:
- CBE regulations and licensing processes
- PCI-DSS, ISO 20022, SWIFT
- Open Banking / Open Finance APIs
- Egypt's local payment ecosystem (Meeza, InstaPay, local switches)
- Hands-on technical background with:
- Java / Flutter
- Microservices, APIs, event-driven architectures
- Kubernetes, containerized deployments
- SQL & NoSQL databases
- Experience leading regional or cross-border fintech implementations is a strong plus.
- Fluent in English and Arabic, with the ability to communicate effectively at both technical and executive levels.
