Khazna has received the Central Bank of Egypt's first prepaid card license and aims to become the go-to neobank for underbanked consumers across the Middle East. In the next phase of its journey, Khazna is looking to continue scaling up its operations in Egypt and to launch its operations in Saudi Arabia.

Role Purpose

The Head of Treasury is a key member of the Finance Team, The Head of Treasury will design and manage Khazna's capital structure, optimize liquidity across multiple entities, jurisdictions, and currencies and ensure the Company has reliable, diversified access to funding at competitive cost.

This role will build and lead treasury processes, relationships, and systems suited for a regulated, rapidly scaling financial services business.

The Head of Treasury will work cross-functionally with Finance, Risk, Legal/Compliance, Commercial and Operations to ensure liquidity planning is tightly integrated with business growth, regulatory requirements, and unit economics.

The ideal candidate will be both strategic and hands-on equally comfortable structuring complex financing transactions as they are building scalable treasury infrastructure from scratch.

Key Responsibilities

1. Fundraising & Capital Structure

• Lead debt fundraising strategy across local and international lenders, DFIs, banks, funds, and structured credit providers.
• Structure, negotiate, execute and operate funding facilities (warehouse lines, securitizations, term facilities, off-balance sheet structures, asset-backed financing, etc.).
• Develop funding models, covenant frameworks, and capital allocation strategies aligned with business growth.
• Maintain an active pipeline of funding opportunities and investor relationships.
• Support equity fundraising by coordinating treasury inputs for investor materials and due diligence.

2. Liquidity & Cash Management

• Own liquidity planning and forecasting and working capital optimization across Egypt and Saudi Arabia entities.
• Build short-, medium-, and long-term multi=currency cash flow forecasting tools.
• Develop and manage treasury policies, controls and limits
• Ensure sufficient liquidity buffers while optimizing cost of capital.
• Oversee daily cash management, intercompany transfers, pooling structures, and banking platforms.
• Monitor working capital and ensure efficient deployment of funds.

3. Banking & Lender Relationships

• Build and manage strategic relationships with banks, lenders, DFIs, strategic investors, and financial partners.
• Lead periodic lender updates, reporting packs, covenant monitoring, and compliance.
• Negotiate pricing, collateral structures, legal documentation, and operational requirements.

4. Risk Management & Governance

• Develop Khazna's treasury risk framework (interest rate, FX, concentration, counterparty, liquidity).
• Implement risk mitigation strategies including hedging where appropriate.
• Ensure full compliance with regulatory requirements in Egypt and Saudi Arabia.
• Establish treasury policies, controls, and approval matrices.

5. Systems, Processes & Reporting

• Build scalable treasury infrastructure, processes, and dashboards.
• Select and implement treasury management systems and tools.
• Develop standardized reporting for management, board, and investors.
• Partner with Finance, FP&A, and Accounting to ensure alignment across systems and reporting.

6. Leadership & Cross-Functional Collaboration

• Build and mentor a high-performing treasury team.
• Work closely with Product to align funding structures with product economics.
• Partner with Risk on portfolio performance, credit risk, and securitization structures.
• Serve as a key thought partner to the CFO on capital strategy and growth enablement.

Experience & Qualifications required

• 10+ years experience in Treasury, Capital Markets, Structured Finance, or Corporate Finance.
• Demonstrated track record of raising and managing large debt facilities.
• Strong experience structuring asset-backed or securitized financings.
• Deep understanding of liquidity, capital structure, covenant design, and treasury risk.
• Strong financial modeling and analytical skills.
• Experience collaborating with regulators, auditors, and credit committees.

Preferred

• Prior experience in fintech, digital banking preferred.
• Prior exposure to multi-country treasury operations is a plus (Egypt / KSA preferred).
