Health, Safety & Environment (HSE) Officer

Location: Sharjah, UAE

Employment Type: Full-time

Reports To: HSE Manager / Project Director

About the Role

Our client is looking an HSE Officer who will play a critical role in ensuring the safe execution of master development and large-scale property projects. This position is responsible for implementing, monitoring, and continuously improving health, safety, and environmental practices across all project phasesfrom design and planning to construction and commissioning. The ideal candidate has extensive experience in complex developments where multiple contractors, regulatory bodies, and stakeholders are involved.

Responsibilities

HSE Compliance & Management

  • Implement and oversee HSE policies, procedures, and standards in line with local legislation, company requirements, and international best practices.
  • Conduct regular site inspections, audits, and risk assessments to identify hazards and ensure corrective actions are implemented.
  • Ensure all contractors and subcontractors comply with HSE requirements throughout the project lifecycle.
  • Participate in design and planning reviews to ensure safety and environmental factors are integrated early.

Incident Prevention & Response

  • Lead accident and incident investigations, root cause analysis, and corrective/preventive action planning.
  • Maintain incident logs, near-miss records, and ensure timely reporting to management and regulatory authorities.
  • Coordinate emergency response planning, drills, and preparedness activities across project sites.

Training & Awareness

  • Deliver HSE training, toolbox talks, and awareness sessions for employees, contractors, and visitors.
  • Support the onboarding process for new site personnel by ensuring they are trained and briefed on all HSE protocols.

Documentation & Reporting

  • Maintain accurate HSE documentation, risk registers, and compliance reports for internal and external stakeholders.
  • Prepare weekly and monthly HSE performance reports for senior management.
  • Contribute to environmental management activities such as waste control, pollution prevention, and sustainability initiatives.

Stakeholder Management

  • Work collaboratively with regulatory authorities, consultants, contractors, and internal teams to ensure a consistent and compliant safety culture.
  • Participate in coordination meetings and provide HSE guidance during project planning and execution.

Qualifications

Minimum Requirements

  • Bachelor's degree in Occupational Health & Safety, Environmental Science, Engineering, or related field.
  • 510 years of HSE experience, with at least 35 years in property development, infrastructure, or large-scale master development projects.
  • Strong understanding of local HSE regulations, construction safety standards, environmental controls, and international frameworks (e.g., ISO 45001, ISO 14001, OSHA).
  • Proven experience managing HSE requirements across multi-contractor work environments.
  • Certification in HSE (e.g., NEBOSH IGC, IOSH, OSHA) is highly preferred.

Required Skills

  • Strong analytical and problem-solving ability with a proactive, preventative mindset.
  • Excellent communication and stakeholder engagement skills across culturally diverse teams.
  • Ability to manage multiple priorities and work effectively in fast-paced, high-pressure project environments.
  • Strong observation and documentation capability with attention to detail.

Preferred Skills

  • Experience in large-scale community and infrastructure projects.
  • Familiarity with advanced HSE technologies and practices.
