Job Description

Job Summary:

Euro Group for Engineering Consultancy is seeking a highly experienced and proactive HSE Officer to champion safety across our critical roads and infrastructure construction projects for the Ministry of Transport in Saudi Arabia. The successful candidate will be responsible for developing, implementing, and enforcing robust Health, Safety, and Environmental (HSE) programs, ensuring strict compliance with all relevant Saudi regulations, international standards, and Ministry of Transport safety directives. This role requires a hands-on approach to risk mitigation and fostering a proactive safety culture in dynamic construction environments.

Key Responsibilities:

  1. HSE Program Implementation & Compliance:Implement and ensure strict adherence to all established HSE policies, procedures, and plans (both site-specific and overarching) for roads construction projects. This includes compliance with Saudi labor laws, environmental regulations, Ministry of Transport (MOT) guidelines, and internal management directives.
  2. Site Safety Inspections:Conduct regular, thorough HSE inspections of construction sites, heavy machinery, traffic management setups, excavations, temporary works, and all project activities to identify hazards and ensure full compliance.
  3. Risk Assessment & Mitigation:Lead and facilitate comprehensive Hazard Identification and Risk Assessments (HIRA) for all construction tasks. Develop and implement effective control measures, method statements, and safe work procedures to minimize occupational and environmental risks.
  4. HSE Training & Awareness:Organize and deliver engaging HSE training programs, site inductions, and daily toolbox talks for all site personnel, contractors, and subcontractors, covering construction hazards, emergency procedures, and safe work practices.
  5. Incident Management:Lead and conduct detailed investigations into all accidents, near misses, and incidents on construction sites. Determine root causes, recommend corrective and preventative actions, and ensure their effective implementation.
  6. Compliance Monitoring & Reporting:Monitor and ensure stringent adherence to all internal HSE standards, Saudi regulatory requirements (including Ministry of Transport safety directives), and environmental compliance across all assigned projects. Prepare and submit accurate HSE reports to management, clients (MOT), and regulatory bodies.
  7. Emergency Preparedness:Develop, implement, and regularly test site-specific emergency response plans for construction hazards (e.g., medical emergencies, traffic incidents, equipment failure, fire, environmental spills).
  8. Collaboration & Culture:Serve as the primary HSE advisor to project management, site engineers, and construction teams. Promote a strong, proactive HSE culture, encouraging active participation and responsibility for safety from all levels.
  9. Documentation & Record Keeping:Maintain comprehensive and meticulous records of all HSE documentation, including permits-to-work, inspection reports, incident logs, training records, and compliance audits relevant to MOT projects.
  10. Industry Knowledge:Stay continuously updated on the latest Saudi HSE legislation, Ministry of Transport (MOT) safety directives for roads, and international best practices in construction safety to ensure Euro Group remains at the forefront of HSE excellence.

Qualifications:

  • Bachelor's degree or Diploma in Occupational Safety, Environmental Health, Civil Engineering, or a closely related field.
  • Mandatory Certification:NEBOSH International General Certificate (IGC) or NEBOSH Construction Certificate, OSHA Construction, or equivalent internationally recognized HSE certification.
  • Minimum 5 years of dedicated HSE experience, with at least 3 years specifically within major roads, highways, or infrastructure construction projects.
  • Proven experience working on projects for the Ministry of Transport (MOT) in Saudi Arabia is highly advantageous.
  • In-depth knowledge of Saudi Arabian safety regulations, Ministry of Transport (MOT) safety guidelines, and international construction HSE standards.
  • Excellent communication, leadership, negotiation, and analytical skills, with the ability to effectively communicate complex safety information to diverse construction teams.
  • Proficiency in developing site-specific safety plans, conducting safety audits, and preparing detailed HSE reports.
  • Ability to work independently, manage multiple priorities, and collaborate effectively as part of a project team.
  • Proficiency in Microsoft Office Suite and safety management software.
  • Willingness to travel frequently to various project sites across Hail, Qassim, Al Jouf, and the Eastern Region of Saudi Arabia.

Working Conditions:

  • This role primarily involves working in dynamic and challenging outdoor construction environments.
  • Exposure to varying weather conditions, dust, noise, and active traffic areas on road construction sites.
  • Involvement with heavy machinery operations, excavations, and potential for working at heights.
  • Strict adherence to site-specific Personal Protective Equipment (PPE) requirements and all safety protocols is mandatory.
