Job Description

Position Title: Senior HSE Officer - Offshore Operations

Department: Health, Safety, & Environment (HSE)

Reports To: Offshore Project Manager / HSE Manager - Qatar

Location: Offshore Qatar (Primarily North Field)

Rotation: Typically 28 days on / 28 days off (or as per project schedule)

Job Purpose:

To ensure the safe execution of all offshore survey, geotechnical, and geophysical operations for Fugro Qatar, in full compliance with company, client (Qatar Energy, Qatar gas, etc.), and Qatari regulatory requirements. The role is critical for maintaining Fugro's industry-leading safety standards in a demanding offshore environment.

Key Responsibilities:

  • Implementation & Monitoring: Act as the primary offshore HSE focal point, implementing the Fugro HSE Management System and Project-Specific Safety Plans (PSSP) on assigned vessels (e.g., survey vessels, geotechnical drill ships).
  • Inspections & Audits: Conduct daily safety tours, weekly inspections of all worksites (deck operations, ROV bays, laboratories, accommodation), and planned task observations. Lead internal HSE audits.
  • Incident Management: Investigate all incidents, near-misses, and hazardous occurrences. Prepare detailed reports using Fugro's systems (e.g., SAFER) and ensure effective close-out of corrective actions.
  • Client & Crew Interface: Serve as the key HSE liaison for client representatives (QP, QG) offshore. Conduct comprehensive HSE inductions for all new arrivals and visitors to the vessel/rig.
  • Campaign Safety: Provide specific safety oversight for critical operations: geotechnical drilling, ROV deployments, unexploded ordnance (UXO) clearance support, and vessel mobilization/demobilization.
  • Training & Drills: Facilitate weekly safety meetings and toolbox talks. Plan, coordinate, and debrief emergency drills (man overboard, fire, abandon ship, helicopter crash).
  • Risk Management: Lead and document Risk Assessments (TRA, JSA) for non-routine and high-risk activities. Review contractor method statements for HSE compliance.
  • Waste & Environmental Compliance: Monitor adherence to environmental plans (waste management, hydrocarbon control) and MARPOL regulations.

Qualifications & Experience:

  • Education: Bachelors in Engineering, NEBOSH International General Certificate (or equivalent) as a minimum. NEBOSH Diploma or equivalent (e.g., NVQ Level 5) is highly preferred.
  • Certifications (Mandatory): Valid OPITO-approved BOSIET/TFOET with CA-EBS, HUET, Offshore Medical Certificate, and MIST.
  • Experience: Minimum 8 years of HSE experience in the offshore oil & gas industry, with at least 5 years in a dedicated offshore HSE Officer role.
  • Specific Industry Experience: Proven experience on geophysical, geotechnical, or marine survey vessels is a critical requirement. Must understand the unique hazards of deck operations, towed equipment, and coring/drilling.
  • Knowledge: Expert knowledge of international standards (ISO 45001, ISO 14001) and Qatari regulations. Proficiency in incident investigation techniques (e.g., Taproot, ICAM).
  • Skills: Excellent communication, leadership, and influencing skills. Must be fluent in English. Ability to produce clear, concise reports.
