Role Overview
Saudi Gold Refinery (SGR) is seeking a HR Operations Manager in Alqasim, Saudi Arabia to lead the administrative and compliance functions for our refining and laboratory workforce. This role ensures accurate payroll processing, government reporting, and visa administration for both corporate and plant employees. The position requires strict adherence to Saudi Labor Law and efficient management of HR digital platforms.
The HR Operations Manager will report directly to the VP of HR and will play a key role in maintaining our Nitaqat status and audit readiness. This position impacts the business by ensuring timely compensation for shift workers and seamless regulatory compliance for the refinery's operations.
Key Responsibilities
The HR Operations Manager will be responsible for the following key areas:
Payroll Cycle Management
The role oversees the end-to-end payroll process for all employees, ensuring accurate calculation of shift differentials, hazard allowances, and overtime in compliance with company policy.
Government Compliance
This position manages all interactions with MHRSD platforms, including Qiwa contract attestation, GOSI registration, and Mudad wage protection submissions to avoid regulatory penalties.
HRIS Data Integrity
The manager maintains the accuracy of the HRIS database by conducting regular audits and ensuring that all employee records match official government documents.
Saudization Strategy
This role monitors Nitaqat ratios weekly and collaborates with recruitment to hire Saudi nationals in line with the industrial sector's Saudization targets.
Benefits Administration
The position administers medical insurance programs and leave management systems, ensuring that all employees and dependents receive entitled benefits without delay.
Vendor Management
This manager evaluates and manages third-party service providers, including payroll bureaus and insurance brokers, to ensure they meet service level agreements.
Contractor Workforce Oversight
The role verifies that all contractor staff have valid work permits and insurance coverage before site access is granted, in coordination with HSE and Security.
Audit and Reporting
This position prepares monthly HR reports and supports internal audits by providing accurate data on headcount, labor costs, and compliance status.
Qualifications
● Bachelor's degree in Human Resources, Business Administration, or a related field.
● At least 8 years of HR operations experience, with 3 years in a managerial role in the Saudi industrial sector.
● Expert knowledge of Saudi Labor Law, particularly regarding shift work and end-of-service benefits.
● Proficiency in using Qiwa, GOSI, Mudad, and Muqeem platforms for daily HR transactions.
● Hands-on experience with enterprise HRIS systems such as Oracle HCM, SAP SuccessFactors, or Workday.
● Strong analytical skills with advanced proficiency in Microsoft Excel for payroll reconciliation.
● Fluency in English and Arabic, with excellent written communication skills for official correspondence.
● Proven ability to manage payroll for a mixed workforce of blue-collar and white-collar employees.
Preferred / Nice-to-have
● Experience in a gold refinery, chemical plant, or heavy industrial manufacturing environment.
● Certification such as SHRM-CP, SHRM-SCP, or CIPD Level 5/7.
● Experience with HRIS implementation projects or process automation initiatives.
● Knowledge of ISO 9001 standards for document control and process management.
Success Metrics
● Maintains a High Green Nitaqat status throughout the fiscal year.
● Keeps payroll error rate below 0.5% per monthly cycle.
● Ensures 100% of new hires are registered in GOSI and Qiwa within 48 hours of start date.
● Achieves zero penalties or blocks from MHRSD due to late or inaccurate submissions.
● Completes quarterly audits of employee files with 100% data accuracy verified.
● Reduces average time to process end-of-service settlements to under 10 working days.
● Delivers monthly HR dashboards to leadership with zero data discrepancies.
