Role Overview

Saudi Gold Refinery (SGR) is seeking a HR Operations Manager in Tathleeth, Saudi Arabia to lead the administrative and compliance functions for our growing mining and refining workforce. This role ensures accurate payroll processing, strict adherence to Saudi labor laws, and efficient management of government portals such as Qiwa and Mudad. The successful candidate will support SGR's Vision 2030 alignment by maintaining robust Saudization compliance and operational excellence in a remote industrial setting.

The HR Operations Manager will report directly to the VP of HR and will play a key role in stabilizing HR processes for both corporate and plant-based employees. This position drives data integrity, vendor performance, and regulatory compliance to support SGR's expansion in gold exploration and production.

Key Responsibilities

The HR Operations Manager will be responsible for the following key areas:

Payroll Execution

The role manages the end-to-end monthly payroll cycle, ensuring accurate calculation of salaries, shift differentials, and overtime for all employees.

Regulatory Compliance

This position maintains full compliance with MHRSD regulations by managing Qiwa contracts, Mudad wage files, and GOSI subscriptions.

Visa Administration

The manager oversees the visa and residency lifecycle for expatriate staff through Muqeem and Absher to prevent legal violations.

HRIS Management

This role ensures data integrity within the HRIS platform by conducting regular audits and updating employee records promptly.

Vendor Oversight

The position manages relationships with medical insurance providers and payroll vendors to ensure service quality and cost control.

Saudization Strategy

This role monitors Nitaqat ratios and implements hiring strategies to maintain or improve the company's Saudization tier.

Reporting and Analytics

The manager generates monthly HR metrics reports on headcount, turnover, and labor costs for senior leadership review.

Policy Implementation

This position enforces HR policies and procedures consistently across all departments and site locations.

Employee Lifecycle Support

The role facilitates smooth onboarding and offboarding processes including asset recovery, final settlements, and exit formalities.

Audit Readiness

This position maintains organized digital and physical employee files to ensure readiness for internal and external audits.

Qualifications

●     Bachelor's degree in Human Resources, Business Administration, or a related field.

●     At least eight years of HR operations experience with three years in a supervisory role within the industrial sector.

●     Comprehensive knowledge of Saudi Labor Law, Wage Protection System, and GOSI regulations.

●     Proven ability to manage payroll for diverse workforces including shift workers and contractors.

●     Hands-on experience with Qiwa, Mudad, Muqeem, and GOSI online portals.

●     Advanced Excel skills for data analysis and payroll reconciliation.

●     Fluency in English and Arabic for effective communication with authorities and staff.

●     Strong attention to accuracy in handling sensitive employee data and financial transactions.

Preferred / Nice-to-have

●     Master's degree in a relevant discipline.

●     Experience in the mining, oil and gas, or heavy industry sectors.

●     Professional HR certification such as SHRM-CP or CIPD.

●     Experience living and working in remote industrial locations.

Success Metrics

●     Zero penalties or violations from MHRSD or GOSI during the fiscal year.

●     Payroll accuracy rate of 99.5% or higher in monthly cycles.

●     Maintenance of Green or Platinum Nitaqat status throughout the year.

●     100% validity of employee visas and residency permits at all times.

●     Completion of HRIS data cleanup project within the first six months.

●     Positive feedback from internal stakeholders on HR service delivery speed.

●     Successful renewal of medical insurance contracts with optimized terms.
