Job Description

Job Summary

The HR Section Head is responsible for managing daily HR operations, including recruitment, employee relations, performance management, payroll coordination, and compliance with labor laws. The role ensures the implementation of HR policies and supports the factory's operational needs by maintaining an efficient and compliant workforce within the medical manufacturing environment.

Key Responsibilities

1. Talent Acquisition & Workforce Planning

  • Manage the full recruitment cycle (sourcing, screening, interviewing, and onboarding).
  • Coordinate with department heads to identify staffing needs.
  • Ensure hiring of qualified candidates in line with the company's workforce plan.

2. HR Operations & Administration

  • Supervise daily HR operations and HR team activities.
  • Maintain employee records, HR documentation, and personnel files.
  • Oversee attendance, leave management, and HRIS systems.

3. Payroll & Compensation

  • Coordinate monthly payroll preparation and ensure accuracy.
  • Monitor employee benefits, allowances, and insurance.
  • Ensure compliance with compensation policies and internal approvals.

4. Employee Relations

  • Handle employee grievances, disciplinary actions, and internal investigations.
  • Promote a positive work environment and maintain employee engagement.
  • Ensure proper implementation of company policies and procedures.

5. Performance Management

  • Support performance appraisal processes.
  • Work with department heads to develop improvement plans.
  • Monitor employee performance indicators and HR metrics.

6. Compliance & Labor Law

  • Ensure compliance with local labor laws and government regulations.
  • Manage social insurance, labor office requirements, and employee documentation.
  • Ensure adherence to health and safety policies within the factory.

7. Training & Development

  • Identify training needs and coordinate development programs.
  • Support leadership development and technical training initiatives.

8. HR Reporting

  • Prepare HR reports related to recruitment, turnover, attendance, and workforce analytics.
  • Provide insights to management for strategic HR decisions

Qualifications

  • Bachelor's degree in Human Resources, Business Administration, or related field.
  • HR certifications are a plus

Experience

  • 710 years of HR experience, preferably in manufacturing or pharmaceutical industry.
  • At least 23 years in a supervisory or section head role.

Skills & Competencies

  • Strong knowledge of labor law and HR compliance.
  • Experience in factory HR operations and workforce management.
  • Leadership and team management skills.
  • Strong communication and conflict resolution abilities.
  • Proficiency in HR systems and Microsoft Office.
  • High level of confidentiality and professionalism.
