Job Description

About the role:

To ensure efficient and compliant management of HR Shared Services, with a strong emphasis on regulatory compliance, operational monitoring, licensing, permit acquisition, and government relations, ensuring that all facilities and mobility related services, including visa administration, staff accommodation, transportation, and delivery fleet operations, operate in full alignment with local laws, licensing requirements, safety standards, and internal policies.

Ultimately, the HR Shared Service Manager safeguards the organization by reducing legal, operational, and reputational risk.

Responsibilities:

1. Operational efficient & Compliance Framework

  • Proactively identify risks, non-compliance, and gaps in operations and implement mitigation plans.
  • Maintain clear reporting lines to senior management on compliance, regulatory risks, and operational performance.
  • Drive continuous improvement initiatives to enhance efficiency while maintaining strict compliance standards.

2. Government Relations

  • Monitor regulatory changes affecting visas, labor, permits, trade licenses, and facilities operations.
  • Coordinate government inspections, audits, and reporting requirements to ensure zero non-compliance findings.
  • Maintain a compliance calendar for renewals, submissions, and inspections.
  • Provide guidance to internal teams on interpreting government regulations and applying them operationally.

3. Trade License Management

  • Oversee compliance of all trade licenses and permits relevant to HR Shared Services and facilities operations.
  • Ensure all licenses and permits are valid, properly documented, and in line with local and federal regulations.
  • Conduct periodic audits to verify license and permit compliance across locations and facilities.
  • Liaise with legal and finance teams to prevent operational or reputational risks arising from license lapses.

4. Visa Administration

  • Ensure end-to-end visa management processes comply with immigration laws and company policies.
  • Implement controls and audit mechanisms to prevent non-compliance or delays.
  • Liaise with authorities to resolve disputes, process exceptions, or obtain clarifications.

5. Staff Accommodation

  • Monitor and ensure compliance of all staff accommodation facilities with labor, health, and safety regulations.
  • Conduct regular inspections, audits, and risk assessments of accommodations.
  • Implement corrective actions for non-compliance or safety issues promptly.
  • Maintain records of facilities compliance, occupancy, and inspection reports for internal and external audits.

6. Transportation & Delivery Fleet

  • Ensure transportation and delivery fleet operations adhere to licensing, insurance, and safety regulations.
  • Establish monitoring frameworks for fleet usage, driver compliance, and vehicle maintenance.
  • Implement controls to manage operational, safety, and regulatory risks in daily transportation operations.
  • Conduct periodic audits and reporting to confirm adherence to local road, labor, and safety regulations.
