Job Title: HR - Third Party Coordinator

Purpose of the Job:
To manage and control all outsourced and casual labor operations in alignment with the approved annual operating plan, ensuring effective manpower control, accurate data management, timely processing of purchase orders, invoices, and vendor payments, while maintaining full compliance with internal policies, governance standards, and legal requirements.
Key Roles and Responsibilities:
- Manage outsourced and casual labor in line with the approved Annual Operating Plan and budget.
- Apply effective manpower control to prevent unauthorized headcount or cost overruns.
- Monitor and follow up on Purchase Orders related to outsourced labor and ensure alignment with contracts and approvals.
- Review, validate, and submit vendor invoices accurately and in a timely manner.
- Follow up with Finance on vendor payments to ensure timely settlement.
- Review timesheets thoroughly and coordinate with concerned branches to ensure accuracy and operational validity.
- Manage vendor relationships and ensure compliance with contractual terms and service level agreements.
- Lead negotiations with vendors on pricing, operational terms, and contract renewals.
- Ensure timely renewal of contracts and verify their legal compliance in coordination with relevant stakeholders.
- Identify operational, financial, or compliance risks and escalate proactively to HR Operations.
- Maintain confidentiality and demonstrate high integrity in handling sensitive information.
Key Performance Indicators (KPIs):
- Compliance with the approved annual operating plan and manpower budget.
- Accuracy of timesheets and outsourced workforce data.
- Timely processing of purchase orders, invoices, and payments.
- Reduction of audit observations related to outsourced labor.
- Vendor compliance with contractual and governance requirements.
Requirements
Experience:
- 46 years of experience in HR Operations, outsourced workforce management, or related operational roles.
- Proven experience dealing with manpower agencies and third-party vendors.
Knowledge:
- Strong understanding of outsourced labor models and manpower control.
- Good knowledge of HR operational processes and internal controls.
- Familiarity with financial workflows related to POs, invoices, and payments.
Qualifications:
- Diploma as a minimum requirement (Bachelor's degree preferred) in Human Resources, Business Administration, Information Systems, or a related field.
Accountability Indicators:
- Ensure full compliance with manpower approvals and cost controls.
- Maintain accurate and audit-ready records for outsourced labor.
- Prevent unauthorized deployment or financial leakage.
- Ensure contracts and renewals are completed on time and legally sound.
- Proactively flag and resolve risks or non-compliance issues.
