To develop, implement, and monitor Health, Safety, and Environmental management systems, ensuring compliance with legal and client standards to achieve zero-incident operations
The position performs in line with the Bureau Veritas Quality Assurance System, including the BV Code of Ethics and the BV Group policy.
Major Responsibilities
Fatality Prevention
100% Commitment to go the entire year with zero serious injuries and fatalities.
Ensure a comprehensive motor vehicle safety program in alignment with Group QHSSE 106-PO.
Enforce the cardinal rules whenever visiting field and lab activities.
Ensure all activities have a comprehensive risk assessment identifying all foreseeable hazards and prescribing all the control measures.
Injury Prevention
Enforce the two minutes for my safety and the STOP work authority, and NEW Cardinal Safety Rules.
Local management shall ensure a documented toolbox talks program. Each employee should participate on at least 6 toolbox talks per year.
Promote Restricted Duty / Return to Work programs, to offer injured workers the possibility to continue their professional activities with adapted conditions.
Review status of on-going QHSSE programs and progress to goals/targets (Safety Walk plan v.s. executed; Training plan v.s. executed).
Review analysis of trends for causes of First Aids, Near hit, unsafe conditions, unsafe acts reported
Follow up with Managers, Supervisors and SVP´s need to conduct a minimum of 6 safety walks / visits per year.
Safety Culture
Promote safe behaviors by implementing formal positive recognition / rewards for exemplary workers
Use 0 tolerance and administer discipline on workers with egregious behaviors that violate our company´s policies.
Promote the communication of Near hits and preventive action follow up.
Ensure all new hires are properly inducted.
Conduct 6 STBTs per year to all employees in the region.
Coordinate with top management to complete 100% attendance for Safety Campaign.
Perform at least 2 HSE Inspections per month.
Ensure minimum QHSSE training hours are provided for all employees:
1 day for operational employees.
1 day for non-operational.
Safety Management:
Demonstrate a strong commitment to the BV HSSE policies in the region.
Lead the development of a project safety program to ensure a safe work environment is established for all employees.
Provide support and technical guidance on safety management to ensure the safety program is effectively implemented in the region.
Contribute to the development and implementation of the safety section of the project QHSSE plans to ensure fulfillment of contractual obligations.
Promote safety performance.
Participate in the investigation into serious safety related incidents in the region and collect needed evidence.
Participate in doing root cause analysis.
Implement corrective actions.
Ensure effective working relationships are maintained with contractors and other parties
Manage lessons learned and ensure that they are communicated to project personnel
Develop and deliver safety training program in the region.
Ensure compliance with the travel policy in conjunction with the support of International SOS.
Performance Management:
Identification of local high-risk activities and ensure that processes are in place to protect employees
Identify and disseminate best practices within the region
Ensure that Personal Protective Equipment is correctly identified, fit for purpose, and correctly maintained for all country activities.
Lead and coordinate internal and external audit programs in the region
Introduction of incident risk management tools & techniques
Increase awareness of costs and risks of poor performance and non-compliance
Periodic monitoring/verification of the application of safety procedures in the field by BV inspectors.
Develop training modules
Environment:
Ensure appropriate quarterly reporting on Green Hub.
Analyze the environmental data and define areas for improvement to reduce carbon footprint.
Ensure the deployment of the Eco-efficiency policy.
