We are seeking an experienced HSE Lead to oversee Health, Safety, and Environment management on a large-scale utility infrastructure project in Abu Dhabi. The ideal candidate must have hands-on experience working directly with engineering consultants in a supervision role, ensuring full compliance with UAE regulations, client standards, and project HSE requirements.

Responsibilities

  • Develop, implement, and maintain the project-specific HSE Management Plan, policies, risk assessments, and method statements.
  • Supervise site activities to ensure adherence to HSE procedures, local legislation, and international best practices.
  • Conduct regular HSE inspections, audits, incident investigations, and root-cause analysis.
  • Lead toolbox talks, training sessions, and safety awareness programs for site staff and contractors.
  • Review and approve contractor HSE documentation, including permits, emergency plans, and compliance records.
  • Maintain effective communication with the client, contractors, consultants, and regulatory bodies regarding all HSE matters.
  • Prepare weekly and monthly HSE performance reports, KPIs, and corrective action tracking.
  • Ensure continuous improvement and promote a safety-first culture across all project teams.

Qualifications


  • Bachelor's degree in Engineering, Environmental Science, Occupational Health & Safety, or related field.
  • Minimum 812 years of HSE experience with at least 5 years in consultant supervision roles on utility or infrastructure projects (water networks, wastewater, irrigation, district cooling, roads, etc.).
  • Valid HSE certifications such as NEBOSH IGC, IOSH, OSHA, or equivalent (additional HSE lead/manager certifications preferred).
  • Strong knowledge of UAE HSE regulations, AD EHSMS, and local authorities requirements.
  • Proven experience in incident reporting, risk management, PTW systems, and emergency response.
  • Excellent communication, leadership, and coordination skills.
