Role Summary
The Director of Employee Services is a senior leadership role responsible for overseeing the full spectrum of employee-facing HR operations across the organization. Operating within the framework of Saudi Labor Law and Vision 2030 workforce development objectives, this role ensures the delivery of compliant, efficient, and employee-centric services — spanning payroll, government relations, HR operations, and employee experience.
Key Responsibilities
Employee Relations & Compliance
- Ensure full compliance with Saudi Labor Law, GOSI regulations, and Ministry of Human Resources & Social Development (MHRSD) requirements.
- Oversee employee contracts, renewals, terminations, and disciplinary processes in accordance with applicable legislation.
- Serve as the primary escalation point for complex employee relations issues and grievances.
Government Relations & Saudization
- Manage relationships with government entities including MHRSD, GOSI, Qiwa, Mudad, and Absher platforms.
- Develop and implement Saudization (Nitaqat) strategies to meet and maintain Green or Platinum classification.
- Oversee issuance and renewal of work permits, Iqamas, and visas for expatriate employees.
HR Operations & Payroll
- Oversee end-to-end payroll processing in compliance with Wage Protection System (WPS) requirements.
- Lead the HR shared services function, ensuring SLA adherence and high employee satisfaction levels.
- Drive continuous improvement of HR systems (HRIS/ERP) and digital self-service capabilities.
Leadership & Strategy
- Lead, mentor, and develop a team of HR professionals across employee services functions.
- Partner with senior leadership to align people operations with organizational and Vision 2030 goals.
- Prepare periodic reports and dashboards on HR KPIs for executive review.
Qualifications & Requirements
Education
- Bachelor's degree in Human Resources, Business Administration, or a related field (required).
- Master's degree or MBA is preferred.
- CIPD, SHRM-SCP, or equivalent HR certification is an advantage.
Experience
- Minimum 10 years of progressive HR experience, with at least 4 years in a managerial level role.
- Proven track record in a Saudi or GCC-based organization with strong knowledge of local labor law.
- Experience managing government relations and digital HR platforms (Qiwa, Mudad, GOSI portal).
Skills & Competencies
- Deep knowledge of Saudi Labor Law, Nitaqat, and WPS.
- Strong leadership, stakeholder management, and communication skills.
- Proficiency in HRIS platforms and Microsoft Office Suite.
- Bilingual proficiency in Arabic and English (required).
- High level of integrity, discretion, and emotional intelligence.
Key Performance Indicators (KPIs)
- Nitaqat classification maintained at Green or Platinum level.
- Payroll accuracy rate of 99%+ with zero WPS violations.
- Employee satisfaction score (eNPS) improvement year-on-year.
- Government documentation renewal compliance rate of 100%.
- HR service request resolution within defined SLA targets.
