Role Purpose:
The HR Manager will be responsible for leading and executing HR operations in Saudi Arabia, driving compliance, operational efficiency and employee engagement. The successful candidate will be a doer who gets things done, a champion of Apex's industry leading culture and someone who is excited by shaping the HR function of an international consulting practice.
The role oversees the end-to-end employee HR lifecycle including onboarding, offboarding, recruitment coordination, compliance management, and HR documentation, while supporting performance management and learning & development initiatives.
This position is operationally focused, requiring strong regulatory knowledge, attention to detail, and the ability to manage multiple HR processes simultaneously.
Key Responsibilities
HR Operations & Compliance
- Ensure full compliance with Saudi Labour Law and regulatory requirements
- Manage employment contracts, amendments, renewals, and documentation
- Oversee probation confirmations and extensions
- Manage end-of-service benefit (EOSB) calculations and final settlements
- Maintain accurate personnel files and HR records
- Support internal audits and compliance reviews
Government & Regulatory Platforms
- Manage GOSI registrations and contributions
- Administer Qiwa contract uploads, transfers, and compliance updates
- Ensure Wage Protection System (Mudad) submissions are accurate and timely
- Coordinate Muqeem, Absher Business, and visa-related compliance where required
- Monitor Saudisation (Nitaqat) status and workforce ratios
Recruitment Coordination
- Coordinate recruitment processes in partnership with Hiring Managers
- Manage job postings and candidate tracking
- Coordinate interview scheduling and documentation
- Ensure compliant offer letters and employment contracts
Onboarding:
- Manage pre-joining documentation and compliance checks
- Ensure GOSI registration from day one
- Coordinate induction and system access processes
- Track probation milestones and confirmations
Offboarding:
- Manage resignation processes and notice compliance
- Prepare EOSB calculations and final settlements
- Coordinate final exit procedures and documentation
- Ensure asset return and clearance documentation completion
Performance Management Support
- Support annual and mid-year performance review cycles
- Track appraisal completion and documentation compliance
- Advise managers on performance documentation and improvement plans
- Maintain records of disciplinary processes in line with labour law
Learning & Development:
- Support delivery of internal L&D initiatives
- Track training budgets and attendance
- Coordinate mandatory compliance training
- Support development planning and succession documentation
HR Reporting & Data Management:
- Maintain HR analytics (headcount, turnover, Saudisation %, payroll changes)
- Track attrition and probation outcomes
- Provide compliance and workforce reports to leadership
- Support budgeting and workforce planning processes
Experience:
- Experience across KSA HR compliance, with detailed knowledge of relevant platforms
- Detailed understanding of the onboarding process for expatriate employees
- Proven experience managing the various government platfroms, Qiwa, Muqeem, GOSI etc.
- Strong knowledge of Saudi Labour Law
- Knowledge of UAE Labour Law and compliance, preferred
- CIPD Certified (preferred)
- 58+ years of HR experience
- Exposure to performance management and L&D processes advantageous
