Job Description

Job Summary

The Internal Control Officer is a management-level role responsible for providing preventive review and governance support for all key submissions to the MD prior to approval. The role ensures that memos, approvals, and payment requests are complete, accurate, compliant with internal policies & SOPs, and properly justified. This role does not perform internal audits or independent assurance activities. The position also supports management in process improvement, template design, and governance enhancements to ensure decision-ready submissions and efficient approval workflows.

Key Roles & Responsibilities

1. Pre-Approval Review, review all management memos, approval requests payment and disbursement requests prior to submission to MD/DMD. Ensure submissions are clear, complete, and decision ready without assuming approval authority. Confirm all required supporting documents are attached and valid.

2. Internal Control Verification for submissions Verify compliance with: Delegation of Authority (DOA) approved budgets company policies and procedures contractual terms and conditions Identify control gaps, weaknesses, or deviations and recommend corrective actions.

3. Stakeholder Coordination Liaise with Finance, Legal, Procurement, HR, and Operations to: Clarify documentation resolve discrepancies Ensure completeness and compliance

4. Process Review & Improvement Design and implement checklists, cover sheets, and standard templates for transactions approval as part of submissions. Recommend enhancements to reduce errors and improve efficiency while Ownership of processes remains with management. Review management workflows and approval processes in an advisory capacity. Assist management in designing SOPs, as per management request

5. Governance & Advisory Advise management on improvements to approval workflows, templates, and documentation standards. Provide practical guidance when submissions are incomplete or unclear. Ensure that all recommendations strengthen governance

6. Risk Identification Identify financial, operational, legal, and reputational risks in submissions. Challenge weak justifications, unusual transactions, or inconsistencies Escalate material issues for final decision.

7. Interface with Internal Audit Support implementation of management actions arising from audit findings. Provide information when requested.

Experience and Qualifications

  • Bachelor's degree in finance, Accounting, Business, or related field
  • Professional certifications preferred (CPA, , CIA, CISA, or equivalent)
  • 610 years of experience in control role covering Risk Assessment.
