Job Purpose
To develop and implement feasibility studies and identify new opportunities for developing the authority's assets and executing its projects in a cost-efficient manner. The role is also responsible for monitoring financial performance and return on investment (ROI) of projects and initiatives, and identifying necessary corrective actions.
Key Responsibilities
Functional Responsibilities
- Contribute to the development of the department's annual business plan, ensuring alignment with departmental needs, quality, and institutional excellence objectives.
- Monitor departmental performance in line with approved directives.
- Lead the team in preparing and executing the annual operational plan, including KPIs, targets, projects, programs, and budget requirements, and submit for approval.
- Direct the team to develop and implement departmental policies and procedures, ensuring compliance.
- Lead implementation of management methodologies, quality control, and process improvement initiatives.
- Manage the development and execution of investment and business development programs, ensuring optimal use of resources and financial sustainability.
Investment & Business Development Responsibilities
- Develop and conduct feasibility studies and identify opportunities to develop the authority's assets efficiently and in line with Department of Finance requirements.
- Monitor financial performance and ROI of projects and initiatives, identify corrective actions, and report to senior management.
- Conduct proactive studies to identify investment and business development opportunities aligned with the authority's strategy.
- Perform market research and studies to propose innovative ways to grow investments and revenues in collaboration with relevant units.
- Define mechanisms for recommending reinvestment strategies to ensure financial sustainability and support sector growth.
- Meet with potential partners and enhance positioning (e.g., promoting Dubai as a leading destination in relevant sectors.
- Prepare feasibility studies for new investments and provide recommendations on investment decisions.
- Participate in evaluating and structuring agreements and contracts related to new or existing investments.
- Provide inputs on risk analysis and management and develop mitigation plans in coordination with relevant units.
- Contribute to innovation and institutional excellence initiatives aligned with the strategic plan.
- Ensure compliance with information security policies and report any violations.
- Adhere to occupational health, safety, and environmental policies.
- Perform any other related duties as assigned.
Operational Responsibilities
- Provide periodic data and reports to management, highlighting improvement areas to support decision-making and operational excellence.
- Prepare regular performance reports, identify performance gaps and risks, and recommend corrective actions to minimize disruptions and achieve targets within deadlines.
Financial Management
- Provide inputs to the Finance Department for budget preparation in line with governance processes.
- Monitor budget execution, identify variances, and recommend corrective actions to ensure alignment with approved budgets.
People Management
- Develop workforce planning strategies, recruitment, training, and development plans to ensure operational efficiency.
- Set departmental objectives and conduct mid-year and annual performance reviews.
- Monitor team performance and provide guidance as needed.
- Identify required competencies and provide coaching on operational and people management matters.
Stakeholder Management

Required Qualifications
Academic Qualifications
- Bachelor's degree in Investment Management, Business Development, Strategic Management, Market Analysis, or equivalent from an accredited university
Professional Experience & Skills
- Minimum of 7+ years of relevant experience
- Ability to develop policy and regulatory recommendations
- Ability to lead planning and execution of high-impact programs
- Strong stakeholder management and coordination skills
- Experience leading multidisciplinary teams and initiatives
- Knowledge of sector trends and ability to support strategy and policy development
