Job Description

Job Purpose

We are looking for an experienced Manager, Development Projects & Investment (PPP) to lead the identification, development, evaluation, and execution support of infrastructure and investment opportunities under Public-Private Partnership (PPP), investment, and strategic partnership models.

The role will focus on developing commercially viable opportunities aligned with the company's strategic growth, with emphasis on infrastructure, transportation, utilities, buildings, and large-scale development projects.

The position will work closely with government entities, project owners, investors, financial institutions, advisors, JV and consortium partners, and internal stakeholders to develop bankable projects and support successful project awards and financial close.

Key Responsibilities

Project Development & Opportunity Management

  • Identify and evaluate potential PPP, investment, and strategic partnership opportunities.
  • Develop and maintain a pipeline of infrastructure and investment opportunities.
  • Conduct market assessments, project screening, feasibility reviews, and commercial evaluations.
  • Develop business cases and investment recommendations for management review.
  • Monitor government infrastructure programs, Vision 2030 initiatives, and major development opportunities.

PPP & Commercial Structuring

  • Lead the development of PPP opportunities from initial assessment through feasibility, structuring, tendering, negotiation, and financial close.
  • Evaluate PPP models including BOT, BOO, BOOT, DBFOM, concessions, JVs, and other partnership structures.
  • Assess project economics, revenue mechanisms, risk allocation, capital requirements, and commercial viability.
  • Coordinate financial models, feasibility studies, and commercial assessments.

Investment & Financial Analysis

  • Lead financial and commercial analysis for potential projects and investments.
  • Review project CAPEX, OPEX, cash flows, financing structures, returns, and sensitivity analysis.
  • Assess investment metrics including IRR, NPV, equity requirements, and funding needs.
  • Prepare investment memoranda, business cases, and recommendations for senior management.
  • Coordinate with Finance, lenders, and financial advisors on funding and financial close activities.

Tendering & Bid Management

  • Lead the commercial and investment workstream for PPP and strategic project tenders.
  • Coordinate with Engineering, Commercial, Finance, Legal, Procurement, and Operations teams to develop competitive bids.
  • Review tender requirements, project agreements, payment mechanisms, and risk allocation.
  • Support bid strategy, commercial negotiations, and discussions with project owners.

JV, Consortium & Strategic Partnerships

  • Identify and evaluate potential local and international partners, investors, developers, operators, and financial institutions.
  • Lead the development of consortiums, JVs, and strategic partnerships for targeted opportunities.
  • Support negotiations of consortium, shareholder, development, and other commercial agreements.
  • Evaluate partner capabilities, financial strength, strategic value, and risk profile.

Stakeholder Management

  • Build and maintain relationships with government entities, project owners, regulators, investors, lenders, and strategic partners.
  • Represent the company in project development meetings, workshops, and market engagement activities.
  • Monitor regulatory and market developments affecting PPP and infrastructure investment opportunities.

Due Diligence & Risk Management

  • Coordinate commercial, financial, technical, legal, and operational due diligence.
  • Identify key project and investment risks and develop appropriate mitigation strategies.
  • Review project and concession agreements from a commercial and investment perspective.
  • Ensure key risks, assumptions, and commercial considerations are reflected in investment recommendations.

Qualifications & Experience

  • Bachelor's degree in Engineering, Finance, Business Administration, Economics, or a related field.
  • MBA or Master's degree is preferred.
  • 8–12 years of relevant experience in PPP, infrastructure development, project finance, investment, project development, or strategic business development.
  • Proven experience in PPP, infrastructure, investment, or large-scale development projects.
  • Experience working with government entities, project owners, investors, lenders, JVs, or consortiums.
  • Strong understanding of PPP structures, project finance, commercial models, and infrastructure investment.
  • Experience in the Saudi Arabian infrastructure and investment market is highly preferred.
  • Experience in construction, engineering, transportation, utilities, real estate, or related infrastructure sectors is preferred.
  • Strong experience in financial modelling, feasibility studies, investment analysis, and business case development.
  • Strong commercial negotiation, stakeholder management, and presentation skills.
  • Advanced proficiency in Microsoft Excel and PowerPoint.
