JOB DESCRIPTION

The ELV Manager is responsible for driving the design and technical standards across the large-scale, state-of-the-art data centre campus, with accountability to ensure that the design complies with all regulatory requirements, industry standards, and company policies. The role ensures that all aspects of design and technical components are coordinated and optimised across all projects within the programme. In addition, to ensure that all projects are completed on time, within budget, and to the highest quality and HSE standards.

RESPONSIBILITIES

Project Management:


Liaise with relevant government and local authorities regarding customers technical requirements, providing justifications and scenarios to obtain necessary approvals.


Participate in and direct design consultants and contractors during daily, weekly, and monthly project meetings.


Resolve on-site conflicts between contractors and technical advisors from a design perspective, proposing the best solutions for the benefit of the company.


Work on concept designs, equipment sizing, and supporting calculations in-house for projects to ensure design confidentiality and meet customer requirements.


Act as the main point of contact with customers, leading technical discussions and clarifications, including data center site visits.


Participate in and respond to all questionnaires raised by customers during the RFQ/Bid stage.


Provide guidance to the team to ensure project or other design and engineering initiatives meet or exceed company expectations.


Ensure all design projects comply with quality standards and deadlines


Collaborate with marketing, product, and engineering teams to integrate design solutions.


Stay informed on market trends and incorporate them into design practices.


Technical Management:


Define customer requirements to define project technical requirements and objective


Prepare Employer's Requirements (ERs) for contractors as part of their contract agreement.


Review and perform calculations, equipment verification, equipment specification, and system design/layout as needed in a supervisory role.


Manage and ensure the delivery of design drawings and specifications in accordance with ERs, international codes and standards to protect the company from potential issues.


Conduct regular inspections of on-site work to ensure adherence to good practices, international standards, and design specifications.


Team Supervision:


Manage contractor and consultant technical teams by defining scopes of services, managing timelines, and ensuring quality deliverables.


Support senior engineers/engineers on the day-to-day decisions on submittals, drawings, and related engineering topics.


Provide delivery teams with support and/or guidance with day-to-day technical decision-making.


Budgeting and Financial Performance:


Promote standard designs and products to enhance commercial delivery efficiency.


Conduct value engineering sessions with the construction and consultant teams to identify cost-effective alternatives and delivery solutions


Policies, Systems, Processes & Procedures:


Provide inputs and implement policies, systems, and procedures for the assigned team to ensure all relevant procedural and legislative requirements are fulfilled while delivering a quality, cost-effective delivery.


Continuous Improvement:


Identify opportunities for continuous improvement of systems, processes, and practices, considering global standards, productivity enhancement, and cost reduction.


Explore new initiatives and technologies that will improve PUE in new or existing Data Centers.


Manage the sustainability roadmap/initiatives and participate in implementing the established guidelines. Update design specifications to incorporate the latest technologies in coordination with the design team.


Reporting:


Report the project technical status weekly during the department meeting.


Prepare, present, and explain our Data Centre infrastructure to customers. Prepare reports promptly and accurately to meet Khazna and department requirements, policies, and quality standards.

Adhere to all relevant safety, quality, and environmental management policies, procedures, and controls to maintain a healthy and safe working environment.

QUALIFICATIONS

Minimum Qualifications:


Relevant bachelor's degree or equivalent.


Relevant professional qualification or chartered status.


Minimum Experience:


7+ years of relevant professional experience, including the delivery of data centers or other complex engineering projects across the entire project life cycle.


Job-Specific Skills (Generic / Technical):


Proficiency in English (Spoken and Written).


BIM 360, AutoCAD and Revit.


Deep knowledge of construction methods, materials, and regulations.


Strategic leadership and technical decision-making under pressure.


Cross-functional stakeholder engagement and influence.
