Role Overview:
The Manager HR Business Partner is a key strategic partner responsible for optimizing organizational performance, managing employee relations, and driving talent strategies across Dubai Holding Community Management (DHCM). This role acts as a primary liaison between the business units and the central Human Capital functions (Talent Acquisition, Talent Management, and HR Operations).
Key Responsibilities
Strategic Partnership
- Business Strategy Alignment: Partner with Heads of Departments to support the development and execution of business strategies that enhance productivity and organizational growth. Conduct regular meetings to discuss workforce planning, recruitment forecasting, internal mobility, and critical employee issues.
- Recruitment Coordination: Work closely with line managers to identify recruitment needs and coordinate with the Talent Acquisition team regarding job descriptions, vacancy budgets, and hiring requirements.
- Selection Process: Collaborate with the Talent Acquisition team to source candidates for key positions. Participate in shortlisting, interviewing, and candidate selection alongside hiring managers when required.
- Data Analysis & Reporting: Analyse HR-related KPIs and trends to identify issues impacting employee relations and organizational performance, and recommend strategic solutions.
Talent, Performance & Succession Management
- Talent Development: Partner with departments and the Training & Development team to identify critical roles and develop succession plans for key talent. Identify leadership capability gaps and create action plans to address them.
- Training Alignment: Work with the Training & Development team to identify training needs and ensure programs align with business objectives. Monitor training effectiveness and outcomes.
- Performance Management: Provide day-to-day guidance to line managers on performance management matters such as coaching, career development, and disciplinary actions.
- Compliance Coordination: Coordinate with HR Operations and Talent Management teams to ensure mandatory training is conducted and workplace issues are addressed promptly.
Employee Relations & Compliance
- ER Case Management: Manage and resolve employee relations cases through objective investigations and effective resolution processes.
- Policy Guidance: Provide guidance to managers and employees on HR policies and procedures and ensure consistent policy implementation across the organization.
- Grievance & Disciplinary Management: Support and advise on grievance and disciplinary cases to ensure fair treatment and compliance with company policies.
- Financial Compliance: Liaise with Dubai Holding corporate teams to review payroll discrepancies and final settlements before submission for internal approvals.
- Site Engagement: Conduct regular visits to DHCM locations to engage with employees, address concerns, and ensure alignment with HR policies.
Culture, Engagement & Risk Management
- Employee Engagement: Develop initiatives to enhance employee engagement, strengthen work relationships, and improve retention across the business.
- Offboarding & Retention Insights: Oversee offboarding processes and conduct exit interviews to identify trends and recommend corrective actions.
- Risk Management: Take a proactive approach to identifying and mitigating HR-related risks and escalate issues when necessary.
Qualifications & Experience
- Bachelor's degree in Human Resources, Business Administration, or a related field.
- Master's degree preferred.
- Professional certifications such as SHRM, HRCI, or CIPD are preferred.
- Minimum 5-6 years of experience in an HR Business Partner or HR operational role.
- Strong knowledge of UAE Labour Law and workplace regulations.
- Experience in employee relations, grievance management, and disciplinary procedures.
- Understanding of HR operations including onboarding, induction, and rewards management.
- Proven ability in conflict resolution and mediation.
- Excellent communication, interpersonal, and presentation skills, with the ability to influence stakeholders at all levels.
