Dubai Holding is looking to hire a Senior Manager – IT Finance within the Information Technology Department at Dubai Holding. The role holder is responsible for hands-on financial planning, budgeting, forecasting, and cost management for Dubai Holding IT, supporting both Central IT and Vertical technology functions. The position plays a critical role in executing the IT financial governance framework, ensuring accurate tracking of CapEx and OpEx, supporting multi-year investment planning, maintaining chargeback and cost allocation models, and delivering high-quality financial analysis and reporting. The role acts as a key finance business partner to IT stakeholders, supporting investment decisions through data-driven insights, ensuring compliance with group policies, and enabling cost transparency across a complex, multi-entity technology landscape.

Key Accountabilities:

Financial Planning & Budgeting:

  • Support the preparation of the annual IT budget, working closely with IT and Finance stakeholders
  • Develop rolling forecasts, monitor spend vs budget, and identify risks and opportunities
  • Track multi-year financial implications, including CapEx to OpEx transitions
  • Prepare detailed variance analysis with clear drivers, assumptions, and mitigation actions

Cost Transparency & Reporting:

  • Maintain and enhance chargeback and cost allocation models, ensuring accuracy and defensibility
  • Ensure clear units of measure and traceability of IT costs back to services and consumption drivers
  • Prepare monthly dashboards, cost reports, and analysis for IT Leadership and Finance forums
  • Analyze spend trends by vendor, tower, and service category to support decision-making

Business Partnering & Investment Support:

  • Support IT teams in developing financial inputs for business cases, including cost estimates and phasing
  • Conduct ROI, cost–benefit, and payback analyses to assess technology investment feasibility
  • Track benefit realization against approved business cases and flag deviations
  • Partner with Procurement and sub functions within IT to track vendor spend, contract commitments, and invoicing accuracy

Governance & Cross-Functional Coordination:

  • Ensure compliance with Dubai Holding financial policies, DOA, and audit requirements
  • Support month-end and year-end activities including accruals, reconciliations, and reporting packs
  • Maintain strong audit trails for IT investments, cost allocations, and benefit tracking
  • Proactively identify financial risks related to IT operations, projects, and vendor commitments

Continuous Improvement:

  • Identify opportunities to optimize IT spend and improve cost efficiency
  • Assist in benchmarking IT costs against internal trends and industry practice
  • Contribute to automation and improvement of budgeting, forecasting, and reporting processes
  • Support improvements in data quality, financial models, and management information

Who we are looking for:

  • 4–6 years of experience in IT Finance, FP&A, or technology cost management
  • Strong experience supporting large IT budgets in complex, multi-entity environments
  • Hands-on exposure to CapEx, OpEx, Cloud, SaaS, infrastructure and vendor cost models
  • Experience with chargeback, allocation models, or service-based costing is preferred

Education/Professional Certification:

Minimum requirements

  • Bachelor's degree in Finance, Accounting, Economics, or related discipline

Desirable requirements

  • Professional qualifications preferred (ACCA, CPA, CMA, ACA)
  • Advanced degrees are an advantage

Technical Competencies:

  • Strong financial modelling and analytical skills
  • Solid understanding of IT cost structures and consumption-based pricing models
  • Proficiency in ERP, budgeting and forecasting tools (Oracle Fusion, SAP, Hyperion or equivalent)
  • Advanced Excel skills; experience with Power BI / Tableau is an advantage

  • High level of accuracy, attention to detail, and compliance orientation
