Job Description

Reports to: Executive Director, J-PAL MENA

Role Purpose:

The manager will build, conceptualize, and implement J-PAL MENA training efforts with regional partners to foster a culture of evidence use among policymakers in Egypt and across the MENA region. The role focuses on synthesizing and disseminating randomized impact evaluations, building strategic capacity partnerships with governments, NGOs, and donors, and leading a high-performing training team to effectively inform international development policy.

Core Responsibilities:

  • Training Design and Content Innovation: Create, adapt, and deliver high-quality localized training materials and manual resources in English and Arabic based on J-PAL Global frameworks, while ensuring precise technical accuracy, regional relevance, and the seamless integration of innovative pedagogical tools
  • Program Coordination and Course Execution: Manage comprehensive logistics, screenings, and participant communications for customized courses, lectures, and workshops, while ensuring flawless end-to-end execution and a premium educational experience for regional policymakers and practitioners
  • Strategic Partnership and Funding Management: Anchor and manage multi-year institutional partnerships with government bodies and non-governmental organizations, while ensuring long-term organizational capacity to utilize scientific evidence, alongside proactive contribution to training grant proposals and donor relationship management
  • Fellowship Coordination and Academic Alignment: Direct the J-PAL MENA Scholars Fellowship program and institutional education initiatives from admissions through calendar execution, while ensuring full alignment with donor commitments, global Micro Masters standards, and university guidelines
  • Team Leadership and Capacity Building: Recruit, coach, and develop officer-level staff across the training and policy teams, while ensuring highly aligned professional goals, enhanced internal staff training, and the strategic expansion of J-PAL MENA's capacity building framework
  • Additional Related Duties: Perform other related duties as assigned

Qualifications and Skills:

Education and Experience:

  • Master's degree in economics or related fields, with advanced coursework successfully completed in microeconomics, econometrics, and development economics
  • At least eight to ten years of relevant and substantial professional work experience, including work directly related to impact evaluations and evidence-informed policymaking
  • Significant professional experience working in policy design, implementation, or monitoring and evaluation, preferably alongside government entities
  • Proven years in a leadership or management role, with demonstrated experience building, leading, and coaching junior or officer-level teams
  • A successful track record of developing and managing external partnerships, with prior experience in fundraising and donor relationship management preferred

Technical Skills:

  • Pedagogical and Technical Delivery: Exceptional ability to design and deliver engaging training for public and NGO sector employees, highly skilled at translating complex econometric and impact evaluation concepts for non-technical policymaker audiences
  • Strategic and Team Management: Strategic thinking with the ability to handle multiple complex projects simultaneously under minimal supervision, manage time effectively, and direct junior staff toward strategic institutional goals
  • Administrative and Communication: Detail-oriented with advanced writing and speaking skills; comfortable using collaborative and project management software platforms, such as Asana, Salesforce, and Microsoft Office
  • Language: Fluency in both written and spoken English and Arabic
