Job Purpose
Manage the governance, quality assurance, and operational integrity of all licensing systems, services, and technical projects across the Licensing Institution. Ensure that authorizations, integrations, system updates comply with approved policies, information-security requirements, and Authority standards. Strengthen system readiness through rigorous testing, issue analysis, partner enablement, and continuous improvement to support secure, reliable, and high-quality licensing services
Responsibilities
- Strengthen quality control and system-validation processes by refining UAT methodologies, documentation practices, and compliance tracking mechanisms
- Recommend improvements to authorization processes, integration mechanisms and other workflows, and project-testing practices based on issue analysis and system-performance trends
- Identify opportunities to optimize partner integration processes, security compliance, and technical procedures to improve overall service quality and operational efficiency
- Primarily office-based role with regular collaboration with internal teams, IT units, and service-provider representatives, may require occasional visits to partner facilities or system-testing locations as necessary
- Review and analyze system-failure reports and technical issues submitted by support teams, assess solution effectiveness, and coordinate with relevant units to address root causes
- Supervise technical licensing projects to ensure compliance with the Authority's quality control framework and verify system and service integrity prior to launch on all digital channels
- Ensure the integrity and accuracy of licensing systems involved in exchanging and collecting violations issued by internal and external authorities
- Manage User Acceptance Testing (UAT) by coordinating with stakeholders, defining scope, preparing test case scenarios, and ensuring acceptance across all concerned entities
- Supervise the provision of required test data to Licensing Institution partners for integration checks, ensuring full alignment with approved policies
- Conduct periodic reviews of licensing-system operators and service providers to ensure adherence to integration requirements, information-security standards, and reporting obligations to the Security and Control Department
- Develop enhancements to governance frameworks, quality standards, and system controls to prevent recurrence of technical failures and elevate system reliability
- # Set up systems and processes to verify that all source code developed for licensing-related projects complies
- with Authority standards and maintain oversight of secure storage media
- Establish strategic approaches for granting and reviewing system authorizations for employees and service providers in alignment with approved access-management policies
- Develop and lead implementation of governance frameworks, controls, and standards to ensure licensing
- systems, digital services, and technical projects meet Authority policies, quality requirements, and information security expectations
- Promote an information-security culture among service providers in coordination with relevant organizational units to strengthen awareness and reduce system risks
- Ensure strategic readiness by leading definition of testing approaches, validation criteria, and compliance requirements across all licensing systems and related projects
