Job summary:
This role governs end-to-end project close-out and handover to ensure contractual, technical, financial, and documentation completion, enabling audit-ready closure, asset traceability, and measurable lessons learned to improve future delivery performance.
Main accountabilities:
- Participate in the development of the general department's business plans according to the department objectives.
- Achieve the assigned objectives through the setting of individual objectives, managing performance, and developing and motivating staff.
- Recommend the budget required from the section and monitor financial performance versus the budget while ensuring unit activities are conducted in line with the approved guidelines.
- Ensure the effective implementation of policies, procedures and controls covering all areas of assigned activities.
- Ensure that all department reports are prepared timely and accurately and meet Tawal's requirements, policies and quality standards.
- Implement formal project close-out workflows upon achievement of contractual and technical milestones to ensure structured transition to closure.
- Organize collection of as-built drawings, OIL, FIS, PAT documentation, and contractor deliverables to ensure documentation completeness.
- Check technical scope fulfillment and ensure financial completion against approved baselines and contractual commitments.
- Analyse final payment, retention, and claims status with Finance to determine reconciliation outcomes prior to closure.
- Ensure no outstanding financial, legal, or contractual obligations remain before initiating formal project closure.
- Prepare final project close-out statements and archival packs to ensure governance and audit requirements are met.
- Prepare and organize submission of close-out reports to Project Control and Audit to ensure compliance and record integrity. ·
- Manage transfer of finalized project data to the Asset Management system to ensure operational continuity and asset traceability. ·
- Facilitate joint close-out review sessions with Operations and contractors to gather lessons learned and closure evidence.
- Develop preventive actions based on recurring issues and monitor implementation of improvement initiatives across new projects.
- Performs other responsibilities and tasks as directed by the Line Manager in order to meet Section/Department objectives
Managerial Accountabilities:
- Participate in formulating TAWAL's strategy and cascade it to ensure each functional area has its objectives and KPIs
- Manage TAWAL's employees; lead by example to ensure good performance and achieving the functional area's KPIs and objectives.
- Assist in financial budgeting through providing insights and recommendations to the respective functional area.
Minimum Qualifications:
Bachelor's degree in Engineering, Project Management, or related discipline.
Minimum experience:
Minimum of 8–10 years of experience.
