Job Description

We are looking for a Manager - Tendering Procurement to manage and support the delivery of hospitality projects through effective tendering, vendor coordination, and commercial analysis. This role offers the opportunity to work across high-impact projects while collaborating with cross-functional teams and industry stakeholders. of civil tenders for our client based in Dubai, a leading semi government organization.

This position is a contract role with an initial duration of 12 months and is renewable.

This role sits in the Procurement Department and reports to the ProcurementProject Director.

Key responsibilities:

  • Support the Procurement Lead in managing the end-to-end tendering process, including preparation of comprehensive tender documentation such as Conditions of Tender, Conditions of Contract, drawings, specifications, Bills of Quantities (BOQ), and project programmes.
  • Coordinate with internal teams and external stakeholders—including vendors, Project Development, Delivery, Estimation, and Finance—to ensure accurate information flow and timely, consistent responses to bidder queries.
  • Assist in the evaluation of tender submissions, conducting detailed commercial analysis, including unit rate assessments and overall pricing reviews, and provide recommendations.
  • Prepare comparative bid analysis using Excel or approved tools to identify the most responsive and commercially viable proposals aligned with project and business objectives.
  • Participate in negotiations with consultants and contractors, and support feasibility studies, site visits, and cost estimations to ensure projects are delivered within budget, timelines, and quality standards.
  • Contribute to risk management, value engineering, and cost control initiatives by evaluating quotations and pricing submissions to support successful tender outcomes.
  • Manage post-tender clarifications and support the formal handover to the Contracts team, ensuring smooth transition and minimizing commercial or technical risks.
  • Draft commercial and contractual documentation, including correspondence, award letters, and contracts, while coordinating with relevant stakeholders for approvals.

Knowledge, skills & experience:

  • 12–15 years of progressive experience in procurement, tendering, or commercial management within hospitality, construction, or real estate development
  • Minimum 4+ years in a managerial or leadership role, handling teams and driving procurement strategy
  • Bachelor's degree in Civil Engineering or a related discipline
  • MRICS (Member of the Royal Institution of Chartered Surveyors) certification is an advantage
  • Strong expertise in end-to-end tendering and procurement processes
  • Proven experience in commercial evaluation, cost analysis, and contract management
  • Solid understanding of BOQs, contracts, and construction methodologies
  • Strong skills in MS Excel and PowerPoint presentation.
  • Familiarity with procurement and ERP systems is an advantage
  • Strong stakeholder management and cross-functional coordination abilities
  • Excellent negotiation and communication skills
  • Ability to lead teams, drive outcomes, and manage multiple projects under tight deadlines
  • High attention to detail with a strong commercial mindset
