Mechanical Engineer Commissioning Design Support (Designer of Record Representative)

COMPANY LOCATION: MARLBOROUGH, MASSACHUSETTS, UNITED STATES

JOB SITE: JUBAIL, SAUDI ARABIA

JOB TYPE:1-YEAR CONTRACT

We are looking for an experienced Mechanical Engineer to serve as the on-site representative of the Designer of Record (DOR) during the commissioning phase of construction projects. In this role, you will act as the design authority in the field, ensuring that mechanical and HVAC systems are installed, tested, and performing in accordance with the project's design intent.

This position focuses on design interpretation, technical oversight, and collaboration during commissioning. You will not perform commissioning tests yourself those activities are carried out by contractor or USACE-furnished commissioning personnel.

What You'll Do

As the DOR's on-site representative, you will:

  • Serve as the primary field contact for all mechanical, HVAC, and related systems during commissioning
  • Interpret drawings and specifications for USACE, the commissioning agent, and the Contractor to ensure alignment with the design intent
  • Review commissioning plans, procedures, and schedules to confirm they meet contract requirements
  • Participate in commissioning meetings and provide technical input on system performance expectations
  • Observe pre-functional checks, equipment start-up, functional performance testing, and integrated systems testing
  • Evaluate test results and field conditions to verify systems comply with design documents, Owner's Project Requirements (OPR), Basis of Design (BOD), and applicable codes
  • Support construction administration by reviewing shop drawings, RFIs, and submittals for commissioning impacts
  • Provide input on system optimization and performance improvements
  • Prepare clear technical reports, meeting summaries, and field correspondence
  • Follow all company and client health, safety, and security requirements while modeling safe behavior on active construction sites
  • Perform other related duties as needed

What You Bring

Required Qualifications

  • Education: Bachelor's degree in Mechanical Engineering from an ABET-accredited program
  • Experience: 812 years of progressive experience in building mechanical systems design and/or field engineering
  • Direct experience performing, supporting, or overseeing commissioning on new construction projects (preferably in a design-side or DOR-support role)
  • License: Licensed Professional Engineer (PE) in Mechanical Engineering
  • Technical Skills:
  • Strong ability to read and interpret contract drawings, specifications, OPR, and Basis of Design documents
  • Familiarity with BAS/BMS systems and control sequences
  • Software Skills: Proficiency with Microsoft Office 365 (Word, Excel, Outlook)
  • Communication: Strong written and verbal communication skills
  • Time Management: Ability to manage priorities and meet deadlines
  • Teamwork: Collaborative mindset and enthusiasm for contributing to team success
  • Citizenship: U.S. Citizenship required
  • Ability to pass background screening (criminal history, credit check, etc.)
  • Ability to obtain medical clearance (via third-party medical consultant, as required)
  • Driver's License: Valid driver's license with acceptable motor vehicle record and safe driving history

Preferred Qualifications

  • :Experience serving as Designer of Record or design-team representative during commissioning for USACE, DoD, or other U.S. federal projects
  • Experience coordinating commissioning for multi-building or campus-wide projects
  • Overseas project experience, particularly in high-heat climates such as the Middle East
  • Familiarity with USACE processes (submittals, RFIs, construction administration procedures)
  • Completion of USACE Construction Quality Management (CQM) training or similar
