Main Purpose of the Job

Our client requires a Facilities & MEP Engineer, who is responsible for conducting comprehensive technical assessments of healthcare facility infrastructure, with primary focus on mechanical, electrical, plumbing (MEP), HVAC, medical gases, fire protection, and life-safety systems. The role evaluates system performance, condition, compliance, redundancy, and remaining service life, delivering clear, prioritised recommendations and budgetary estimates to ensure facilities meet international healthcare engineering standards and support safe, uninterrupted clinical operations.

Person Specification

Desired Qualifications

  • Bachelor's Degree in Mechanical, Electrical, Mechanical, or Building Services Engineering (Master's degree preferred).
  • Professional engineering registration (PE, CEng, or equivalent) is an advantage.

Desired Experience

  • 710 years of relevant experience, including at least 3 years in healthcare facility engineering.
  • Proven background in MEP design, construction, renovation, commissioning, or infrastructure condition assessments within hospitals or large healthcare environments.

Core Knowledge Required

  • In-depth knowledge of international healthcare engineering standards (NFPA 99/101, HTM 00 series, ASHRAE healthcare guidelines, IEC, IPC, WHO, IEEA, Australasian HFG, etc.).
  • Healthcare-specific MEP systems including HVAC zoning, isolation room pressure cascades, HEPA filtration, medical gas networks, and critical power systems.
  • Asset condition surveys, lifecycle analysis, and development of maintenance/rehabilitation strategies for hospital infrastructure.
  • Energy auditing and efficiency improvement in healthcare settings.
  • Excellent technical report writing and ability to present complex findings clearly.

Job Specification Key Areas of Responsibility

1. MEP Systems Assessment

  • Perform detailed on-site inspections of mechanical (HVAC, medical gases, fire suppression), electrical (normal & emergency power, lighting, distribution), and plumbing systems (water supply, drainage, hot water).
  • Assess system reliability, energy efficiency, redundancy, operational safety, and compliance.
  • Review as-built drawings, O&M manuals, commissioning records, and maintenance history.
  • Evaluate equipment age, condition, and remaining useful life.
  • Verify performance of critical systems (sterile zone HVAC, pressure differentials, air changes, medical gas alarms, etc.).

2. Fire Safety & Utility Reliability Assessment

  • Inspect fire detection, alarm, and suppression systems for full compliance with NFPA and local codes.
  • Evaluate emergency power systems (generators, UPS, ATS, critical branch wiring).
  • Assess utility systems (water, compressed air, vacuum, waste) for redundancy and resilience.
  • Review adequacy and functionality of Building Management Systems (BMS) or facility monitoring systems.

3. Evaluation & Recommendations

  • Identify infrastructure gaps and risks impacting patient care and safety.
  • Classify findings by severity and urgency (Critical / Major / Minor / Opportunity).
  • Develop corrective and preventive maintenance plans prioritised by clinical risk.
  • Recommend replacement, refurbishment, or optimisation strategies with indicative budgets and implementation timelines.
  • Identify energy-saving opportunities and modernisation options.

4. Coordination & Technical Integration

  • Collaborate closely with architects, civil/structural engineers, biomedical engineers, and medical planners to ensure integrated solutions.
  • Provide MEP input on space adequacy, service routing, access, and future expansion requirements.
  • Support overall facility upgrade, renovation, or master-planning recommendations.

5. Reporting & Documentation

  • Prepare detailed technical assessment reports including condition summaries, compliance checklists, risk ratings, photographic evidence, annotated drawings, and prioritised action plans.
  • Develop clear diagrams, single-line schematics, and visual aids illustrating findings and proposed interventions.
  • Maintain comprehensive inspection records, field notes, and photographic logs.
  • Submit progress updates to the back-office team at least every 48 hours during site missions.
  • Liaise with hospital facility managers, maintenance teams, and local authorities to validate data and compliance.

On-site / Off-site Status: Primarily on-site with extensive international travel required.
