Network Development Manager (Cross-Border Parcel / Express)

The Opportunity
RSA Cross Border is building a technology-enabled cross-border parcel / express network designed for consolidators and aggregators who need reliable coverage, fast onboarding, and commercially clean execution across many destinations.
We turn fragmented carrier and clearance markets into a single, scalable network layer with consistent commercial structures, clear SOPs, and integration-ready partner data. This role sits at the core of that build. You will be the person who turns promising partner conversations into decision-ready comparison packs and onboarding-ready partner documentation that the business can actually deploy.

Role purpose
We are hiring a Network Development Manager to support the build-out of our cross-border parcel / express network (customs clearance + destination last-mile/injection partners worldwide, with priority on India outbound lanes). This is an execution-led role focused on partner outreach, commercial data capture, normalisation into templates, comparison packs, and onboarding coordination.
This role is not for fulfilment, warehousing, domestic-only last-mile, or marketplace eCommerce operations.

Core responsibilities
1) Network partner research & outreach
- Build and maintain target lists of potential partners by market and role: customs clearance, destination injection/last-mile, and where relevant linehaul.
- Run structured outreach (email/LinkedIn/calls) using standard request templates.
- Drive follow-ups and maintain a clean pipeline tracker (status, next step, owner, dates).
2) Commercials capture & normalisation
- Collect rate cards, surcharge schedules, zone tables, service definitions, and invoice formats.
- Convert partner rate cards into RSA templates to achieve WYSIWYG pricing visibility (normalised rates with surcharges captured explicitly).
- Produce concise comparison views (typically 25 options per market) covering coverage, pricing drivers, constraints, and operational requirements.
3) Contracting support
- Gather and organise contract drafts and compliance documents after senior alignment on high-level terms.
- Extract key terms into a structured summary for review (term, payment, liabilities, SLA, claims, penalties, invoicing cadence).
- Maintain an issues log of deviations from RSA's standard expectations and route them to the role owner/Legal (you are not expected to negotiate or redline independently unless explicitly asked).
4) SOP capture & client-ready packs
- Collect partner SOPs and operational requirements.
- Draft and maintain client-ready SOP packs (general + lane/country-specific as needed).
- Keep SOPs current and version-controlled.
5) Onboarding coordination
- Coordinate with Tech on integration prerequisites (API specs, label requirements, data fields, pre-alert formats).
- Coordinate with Finance on rate validation checks and first-invoice spot checks.
- Coordinate with Operations on go-live readiness and exception handling inputs.
- Track onboarding milestones, surface blockers early, and maintain a single source of truth tracker.
Candidate profile
Experience (mandatory)
- Exposure to cross-border parcel/express networks (postal/courier, injection, clearance).
- Experience handling rate cards, surcharges, and vendor documentation in logistics or adjacent sectors.
Skills
- Strong Excel (comfortable normalising messy rate cards and commercial inputs into structured templates).
- High attention to process and detail; strong document control and versioning habits.
- Clear written communication and professional follow-up discipline.
