Role Overview
Our confidential client is seeking an O&M Manager (Ready-Mix Concrete) in Riyadh to own end-to-end Operations & Maintenance performance for ready-mix production and dispatchdelivering safe operations, reliable plant uptime, consistent quality, on-time deliveries, and disciplined cost control.
Key Responsibilities
-Lead daily production planning and execution to meet volume, mix requirements, and delivery commitments.
-Ensure batching follows approved mix designs, weighment accuracy, moisture management, and controlled dosing of materials/admixtures.
-Oversee dispatch operations to achieve high on-time delivery and efficient truck utilization.
-Maintain production records, tickets, and traceability from raw materials to delivered concrete.
- Establish and run a reliability-driven maintenance system (PM + PdM + CM) across critical plant assets and utilities.
-Drive PM compliance, critical spares readiness, and disciplined work order execution (CMMS or maintenance logs).
-Lead breakdown response, troubleshooting, and RCA to prevent recurrence.
-Own site HSE performance: safe systems of work, risk assessments/JSA, toolbox talks, contractor safety control, and CAPA closure.
-Partner with QC/QA to ensure compliance, reduce rejection/returns, and strengthen documentation/traceability.
-Own controllable O&M cost performance, budgeting/forecasting, and cost-saving initiatives without compromising safety/quality.
-Lead, coach, and performance-manage supervisors/operators/mechanics with KPIs and performance routines.
-Manage suppliers/contractors, enforce SLAs and workmanship quality, and validate invoices vs. scope/performance.
- Implement continuous improvement routines (5S, TPM pillars, Kaizen, standard work) and maintain SOPs/audits.
Qualifications
-Experience: 10+ years in ready-mix concrete operations, including 35 years in a managerial leadership role.
-Education: Bachelor's in Mechanical/Electrical/Industrial/Civil/Materials Engineering (or equivalent technical degree/experience).
-Proven ownership of plant performance (production, dispatch, maintenance, safety, and quality coordination).
-Strong maintenance fundamentals (PM planning, RCA, critical spares, contractor management).
-Arabic and English (business communication).
- Safety leadership (stop work mindset), strong execution under pressure, coaching/accountability, stakeholder management, and cost ownership.
- Eligible to transfer Iqama.
Preferred / Nice-to-have
- Exposure to broader building materials (e.g., cement/steel operations or supply chain).
- Multi-site operations experience.
-Experience supporting high-demand project environments (mega projects, tight delivery windows, complex mixes).
-NEBOSH IGC (or equivalent), CMRP/reliability, Lean Six Sigma (Yellow/Green), ISO awareness (9001/45001).
- CMMS (SAP PM / Maximo / Oracle / other), batching/dispatch software, weighbridge systems, Excel/Power BI.

-Stable plant reliability with high PM compliance and reduced unplanned downtime.
-Strong dispatch performance: on-time delivery achieved and truck turnaround improved.
-Predictable quality: high strength pass rate, low rejection/returns, fast NCR resolution.
-Improved unit economics: reduced cement variance, controlled maintenance cost per m, fewer waste/returns.
-Disciplined operating rhythm (daily/weekly reviews, KPI dashboards, action tracking).
-Critical spares and contractor performance controlled with defined SLAs and measurable outcomes.
-Visible continuous improvement: SOPs updated, audits performed, recurring losses reduced through RCA.
