Our newest opportunity is for a talented Operation and Maintenance Lead to join our award-winning team based in Riyadh, KSA.

The Operations & Maintenance (O&M) Manager will be responsible for planning, coordinating, and overseeing all operational and maintenance-related activities across a major roads and infrastructure project in Riyadh. The role ensures safe, efficient, and uninterrupted traffic movement through effective management of detours, road diversions, vehicle recovery operations, and site-wide logistics.

The position plays a critical role in maintaining compliance with local authority regulations, traffic management standards, and project safety requirements.

  • 1. Traffic Management & Road Operations
  • Develop, implement, and monitor traffic management plans (TMPs) in coordination with relevant authorities.
  • Oversee the design, execution, and maintenance of temporary detours and road diversions.
  • Ensure safe traffic flow through construction zones with minimal disruption to the public.
  • Monitor traffic conditions and implement corrective measures when required.
  • Coordinate closely with traffic police and municipal authorities.

  • 2. Detours & Road Diversions
  • Plan staged diversion strategies aligned with construction sequencing.
  • Supervise installation and maintenance of temporary road markings, barriers, and signage.
  • Conduct regular inspections to ensure detours comply with safety and regulatory standards.
  • Ensure smooth transitions between phases of road diversions.

  • 3. Vehicle Recovery Operations
  • Manage on-site vehicle recovery services within project limits.
  • Establish rapid response protocols for breakdowns, accidents, or stalled vehicles.
  • Coordinate recovery teams to minimize traffic delays and safety risks.
  • Maintain recovery equipment readiness and response records.

  • 4. Site-Wide Logistics Coordination
  • Oversee access control points and logistics routes for construction traffic.
  • Coordinate movement of heavy equipment and construction vehicles.
  • Develop and enforce logistics plans to prevent congestion within project zones.
  • Align logistics activities with construction schedules and traffic management plans.

  • 5. Maintenance Oversight
  • Supervise routine and emergency maintenance of temporary infrastructure.
  • Ensure roadway cleanliness, lighting functionality, and safety barrier integrity.
  • Manage inspection schedules and maintenance reporting systems.

  • 6. Stakeholder & Authority Coordination
  • Liaise with local authorities, municipalities, and utility providers.
  • Attend coordination meetings with client representatives and contractors.
  • Prepare reports on traffic operations, incidents, and performance metrics.

  • 7. Safety & Compliance
  • Ensure full compliance with Saudi road safety standards and project HSE policies.
  • Conduct risk assessments related to traffic and operational activities.
  • Implement corrective actions for safety observations and audit findings.

To be successful in this dynamic opportunity, we envision that you will have a minimum 10 15 years experience alogside a Bachelor's Degree in Civil Engineering or Structural Engineering.

  • Proven experience managing traffic diversions and large-scale road operations.
  • Strong understanding of traffic control systems and temporary traffic management.
  • Experience working on major urban infrastructure projects.
  • Knowledge of Saudi regulations and coordination with government authorities preferred.
