As we continue to expand our projects and presence in the Middle East, we are looking for a dedicated professional to ensure our operations in Saudi Arabia remain compliant, efficient, and aligned with local regulations.

We are looking for an experienced Operations & Government Relations Manager to act as the infrastructure lead for UNS in Saudi Arabia. In this role, you will take full ownership of the entity's operational compliance, serving as the bridge between our international headquarters and the local regulatory landscape.

You will not only manage day-to-day government relations and administration but also act as a strategic advisor, guiding the further development of the UNS entity in KSA. You will ensure we remain agile, compliant, and fully aligned with Saudi Labor Law and financial regulations.

Key Responsibilities

Operational Strategy & Entity Development

  • Serve as the primary lead for the country's office infrastructure and operational setup.
  • Advise UNS leadership on the further development of the KSA entity, identifying risks and opportunities in the changing regulatory environment.
  • Take full operational ownership of the branch/subsidiary, ensuring business continuity.

Government Relations & Compliance (GRO)

  • Manage the end-to-end visa lifecycle for international staff (Iqama issuance, renewals, exit/re-entry, and business visas).
  • Ensure full compliance with Saudi Labor Law and maintain healthy Saudization (Nitaqat) ratings.
  • Act as the focal point for government inspections (Ministry of Human Resources and Social Development) and ensure all regulatory requirements are met proactively.
  • Handle all interactions with the Chamber of Commerce and other municipal bodies.

Financial Administration & Payroll

  • Oversee the payroll interface and ensure compliance with the Wage Protection System (WPS).
  • Coordinate directly with external auditors, accountants, and tax advisors to ensure accurate financial reporting.
  • Represent UNS at financial institutions and manage banking relationships.
  • Handle payments in coordination with the central Finance team.
  • Manage ZATCA (Zakat, Tax and Customs Authority) compliance and reporting requirements.

Job requirements

  • 58 years of experience working within a corporate setup in Saudi Arabia.
  • Proven track record of managing government relations and operations for international companies establishing a presence in KSA.
  • Deep understanding of Saudi Labor Law and corporate regulatory frameworks.
  • Technical Proficiency You must have hands-on experience and direct working knowledge of the following government portals:
    • Qiwa (Labor services)
    • Muqeem (Visa and residency data)
    • Absher Business
    • Mudad (Payroll & compliance)
    • GOSI (Social Insurance)
    • ZATCA (Tax & Customs)
  • Competencies
    • Fluency in Arabic and English is mandatory.
    • Ability to translate complex local regulations into clear advice for international management.
    • Strong organizational skills with the ability to handle sensitive financial and personnel data.
    • Proactive problem solver who can anticipate compliance issues before they arise.
