Key Responsibilities
Owners Association Management
- Manage day-to-day operations of assigned Owners Associations in compliance with RERA / Dubai Land Department (DLD) regulations.
- Act as the primary point of contact between the Owners Association Board, unit owners, service providers, and management.
- Ensure adherence to the OA constitution, by-laws, community rules, and Mollak guidelines.
Financial & Budget Control
- Prepare, manage, and monitor annual service charge budgets and forecasts.
- Coordinate with Finance teams on service charge collections, arrears tracking, and ageing reports.
- Review expenditures, control costs, and ensure spending is within approved OA budgets.
- Support audits, financial statements, and submission of reports through Mollak.
Board & Owner Coordination
- Organize and attend OA Board meetings and General Assemblies.
- Prepare agendas, Minutes of Meetings (MoM), resolutions, and follow-up on action points.
- Communicate effectively with unit owners regarding notices, circulars, service charge matters, and community updates.
Vendor & Facilities Oversight
- Coordinate with Facilities Management (FM) teams and vendors to ensure service level compliance.
- Review contracts, service agreements, and performance of FM, security, cleaning, landscaping, and maintenance providers.
- Monitor KPIs, SLAs, and corrective actions for service providers.
Compliance & Documentation
- Ensure statutory compliance with RERA, DLD, and other relevant authorities.
- Maintain accurate records of OA documents, contracts, insurance policies, approvals, and correspondence.
- Coordinate renewals of insurance, FM contracts, and statutory agreements.
Community & Stakeholder Management
- Handle owner queries, complaints, and escalations in a professional and timely manner.
- Support dispute resolution between owners, tenants, and service providers.
- Promote community standards, rules, and a positive living environment.
Reporting & MIS
- Prepare monthly and quarterly management reports covering operations, finances, and compliance status.
- Track risks, issues, and action plans and escalate to senior management when required.
Skills & Competencies
- Strong knowledge of Dubai OA regulations, RERA, Mollak system, and service charge processes.
- Good financial acumen with budgeting and cost control exposure.
- Excellent communication, coordination, and stakeholder management skills.
- Strong problem-solving, follow-up, and organizational abilities.
- Proficiency in MS Office and property management systems.
Qualifications & Experience
- Bachelor's degree
- 4–5 years of experience in Owners Association / Community Management in Dubai.
- Hands-on experience dealing with OA Boards, service charge budgets, and FM coordination.
- RERA certification or OA-related training is an advantage.
