Job Description

Position Overview:

The Payroll Accountant is responsible for the end-to-end processing of payroll for all employees within the UAE. This role encompasses the accurate calculation of salaries, benefits, deductions, and taxes, ensuring compliance with both internal policies and local labour laws. The Payroll Officer will maintain meticulous records, handle employee inquiries, assist with onboarding, and support year-end financial reporting. The role also involves continuous collaboration with HR and Finance departments to ensure that payroll processes align with broader organizational goals and legal requirements.

Key Responsibilities:

  1. Payroll Processing & Administration:
  2. Process payroll on a regular schedule, ensuring timely and accurate payment to all employees.
  3. Calculate salaries, bonuses, deductions (including statutory deductions like taxes, social insurance, and retirement contributions), and benefits.
  4. Ensure the accurate recording of hours worked, overtime, vacation days, sick leave, and other time-off categories.
  5. Process payroll adjustments, including terminations, new hires, and salary changes.

  1. Compliance & Legal Adherence:
  2. Ensure compliance with UAE labor laws and regulations related to payroll, taxation, and employee benefits.
  3. Keep updated on changes in labor laws and payroll regulations and implement necessary adjustments to the payroll process.
  4. Prepare and submit statutory reports to government authorities, such as social security contributions, tax returns, and other regulatory filings.
  5. Collaborate with legal advisors and auditors during payroll audits to ensure all payroll practices meet legal and regulatory standards.
  6. Employee Relations & Support:
  7. Serve as the first point of contact for employee inquiries regarding payroll, taxes, and benefits, providing clear and accurate information.
  8. Address and resolve payroll discrepancies and issues promptly and professionally.
  9. Educate employees on payroll policies, procedures, and benefits options.
  10. Provide training and guidance to employees on using payroll-related systems, including self-service portals.
  11. Onboarding & Records Management:
  12. Collaborate with HR during the onboarding process to ensure new hires are added to the payroll system and all relevant information is accurately captured.
  13. Maintain comprehensive and confidential payroll records, including employee personal information, banking details, and payment history.
  14. Regularly update payroll records to reflect changes in employee status, such as promotions, demotions, or transfers.
  15. Ensure that all payroll documentation is stored securely and complies with data protection laws.
  16. Payroll Reconciliation & Reporting:
  17. Reconcile payroll accounts monthly, ensuring that all transactions are accurately recorded in the general ledger.
  18. Prepare and distribute payroll reports to management, including summaries of payroll expenses, overtime, and benefits costs.
  19. Assist in the preparation of year-end financial statements, including reconciling payroll with the company's accounting records.
  20. Work closely with the finance team to ensure that payroll expenditures are accurately reflected in the company's financial statements.
  21. Year-End Processing & Auditing:
  22. Manage year-end payroll processes, including issuing tax forms (such as WPS or end-of-year statements), bonuses, and other annual adjustments.
  23. Conduct internal audits to ensure the accuracy of payroll data and compliance with company policies and regulatory requirements.
  24. Collaborate with external auditors during the year-end review, providing them with the necessary payroll documentation and reports.
  25. Identify areas for improvement in payroll processes and recommend changes to enhance accuracy and efficiency.
  26. System Management & Enhancement:
  27. Oversee the maintenance and updating of the payroll software system, ensuring it is configured to meet the company's payroll needs.

  1. Collaborate with IT and software vendors to troubleshoot and resolve payroll system issues.
  2. Participate in the selection and implementation of new payroll software or upgrades to existing systems.
  3. Train HR and finance staff on using payroll software and related systems effectively.
  4. Collaboration & Cross-Functional Support:
  5. Work closely with HR to ensure that payroll practices support overall employee compensation strategies and benefits administration.
  6. Coordinate with the finance department on budgeting, forecasting, and cost analysis related to payroll and employee compensation.
  7. Provide payroll data and insights to support business decisions and strategic planning.
  8. Continuous Improvement & Professional Development:
  9. Stay informed about industry trends, best practices, and emerging technologies in payroll management.
  10. Participate in professional development opportunities, including workshops, certifications, and seminars related to payroll and HR management.
  11. Identify opportunities to streamline payroll processes, reduce costs, and improve accuracy.
  12. Lead or participate in special projects related to payroll, benefits administration, or HR operations.

Qualifications:

  • Education: Bachelor's degree in Accounting, Finance, Human Resources, or a related field.
  • Experience:
  • 5+ years of experience in payroll processing, with a strong preference for experience within the UAE.
  • Experience with both manual and automated payroll processing systems.
  • Skills:
  • Deep understanding of UAE labor laws and regulations, particularly those related to payroll, taxation, and employee benefits.
  • Proficiency in payroll software (e.g., SAP, Oracle, ADP) and MS Office applications, particularly Excel (advanced level preferred).
  • Strong numerical and analytical skills, with the ability to detect and correct errors.
  • Exceptional attention to detail and accuracy in data entry and processing.
  • Strong organizational skills, with the ability to manage multiple tasks and deadlines.
  • Excellent communication skills, with the ability to explain complex payroll issues clearly and concisely.
  • Discretion and the ability to handle confidential information with integrity.
  • Ability to work independently and as part of a team, demonstrating flexibility and adaptability in a fast-paced environment.
