Job Description

As the Mechanical Receiving Authority (RA) for a brownfield retrofit project, you are the final client signatory responsible for ensuring all mechanical work is safely, correctly, and fully completed before handover to operations. Your core duties are:

  1. Final Verification of Retrofit Work: Inspect and approve all new/modified mechanical installations (piping, equipment, tie-ins) against design specs. Review and sign off on all completion documentation (test packs, weld records, dossiers) before acceptance.
  2. Brownfield Safety & Compliance Gatekeeper: Enforce strict safety protocols (permits, isolations) in the live plant environment. Reject non-compliant work and ensure all punch lists and safety issues are resolved before granting acceptance. Act as the on-site authority for mechanical handover safety.
  3. Mechanical Readiness Assurance (Site In-Charge for Acceptance): Verify systems are clean, preserved, and ready for commissioning (e.g., equipment prepped, safety devices installed). Coordinate smooth handover to commissioning/operations teams. Ensure all work meets quality and operability standards for immediate and safe integration into existing operations.

Qualifications & Experience

Essential:

  • Trade Certification or Engineering Diploma/Degree in Mechanical discipline.
  • Minimum of 5 years of hands-on experience in mechanical construction, supervision, or inspection within heavy industries (Oil & Gas, Petrochemical, Retrofit etc.).
  • Proven experience in a formal handover/acceptance role (e.g., Receiver, RA, Certifying Authority) on major projects.
  • Direct experience with brownfield retrofit projects understands the unique risks and quality requirements of working on and tying into live plants.
  • Expert-level knowledge of mechanical completion processes, punch list management, and handover documentation (MC dossiers, PSSR).
  • Indisputable authority on site safety (PTW, LOTO, confined space, hot work). Must be willing to say NO to unsafe or non-compliant work.
  • Exceptional attention to detail, strong documentation skills, and excellent communication and interpersonal skills to manage contractor relationships firmly and professionally.
